City of Centerville <br /> Council Meering <br /> June 22, 2011 <br /> 3. Stormwater Drainage Problem — East of Centerville Road Between Center Street & <br /> Meadow Circle <br /> Residents were in attendance to discuss an ongoing drainage problem afFecting their properties. <br /> Mr. Cameron Letourneau, 6983 Meadow Circle spoke for his neighbors stating they were just <br /> looking for some ideas and possibly some help to fix the problem. City Administrator Larson <br /> stated Mr. Paul Palzer, Public Works Director, had said the city had cleaned the ditch in this area <br /> of growth affecting the drainage 3-4 times over the last 15 years. Property owners felt that the <br /> main problem appears to lie within the triangle of cat tail growth between 6956 Meadow Court <br /> and 6975 Meadow Circle. City Administrator Larson stated the ditch is clearly City <br /> responsibility, but the wet rear yards in the area to the north is not typically a city responsibility. <br /> Any work by the city would depend upon available money in the Stormwater Fund. A lengthy <br /> discussion was had as to potential ways to fix the drainage. <br /> The Council directed staff to look at the drainage issues north of Center Street to Meadow Circle <br /> and Meadow Court and to suggest some options to solve the problems. <br /> VIII. NEW BUSINESS <br /> 1. Minnesota DEED "Shovel Ready" Certification Application — Lots 2& 3, Block 1, <br /> Clearwater Business Park <br /> Administrator Larson briefly reviewed the application with Council and requested their support. ' <br /> This program promotes sites that have advanced in the process and are ready to being developed. <br /> The net cost after a reimbursement of the application cost from Connexus would be about $3,400 <br /> and these costs would typically be incurred anyway prior to a sale for the phase one I <br /> environmental and title work. Connexus intends to fund the application fee for two communities <br /> in 2011 and two in 2012, with only one community selected at this time. <br /> There was some discussion as to whether to Council wanted to answer yes or no to the LEED <br /> Certified Site Requirement and the Council opted for no. <br /> Motion bv Council Member Fehrenbacher. seconded bv Council Member <br /> Paar, to approve the MN DEED "Shovel Readv" Certification Application for Lots 2& 3, <br /> Block 1, Clearwater Business Park as Presented with `no' Selected in the LEED Certified <br /> Site Requirement box. All in favor. Motion Passed Unanimouslv. <br /> IX. ANNOUNCEMENTS/UPDATES <br /> Administrator Larson informed Council that Anoka County Parks is still planning on connecting <br /> to Centerville sanitary sewer, even though neither Met. Council nor the City would waive part of <br /> the sewer connection fee. A joint powers agreement with Anoka County and Lino Lakes to <br /> cover the issues will be presented to council soon. <br /> City Engineer Statz updated Council on the Trail Project and how it may potentially be affected <br /> by a State shutdown.
