MEMO <br /> DATE : April 3, 1998 <br /> TO Honorable Mayor and Council <br /> FROM : Jim March <br /> RE 21st Avenue Joint Powers Agreement <br /> As mentioned in the "Week in Review ", a meeting was held with <br /> representatives from Lino Lakes in regards to the joint powers <br /> agreement on 21st Avenue. TKDA will have a sketch of the <br /> proposed project available for the meeting on Wednesday. Lino <br /> Lakes consulting engineer may be present at our meeting. <br /> The last remaining topic of discussion centered on the inclusion <br /> of the 21st Avenue street corridor north of Main Street. Dave <br /> Nyberg is preparing a memorandum of understanding that details <br /> the required right of way, road section design and setbacks for a <br /> potential project north of Main Street. If Lino Lakes will <br /> commit to agree with this memo, then it will at least allow <br /> Centerville to plan for development in the commercial area <br /> without having to rely on Lino Lakes for where and how the road <br /> would be constructed. Discussion occurred on having the project <br /> be driven by developments in both cities so that no one city is <br /> forced to acquire right of way through the condemnation process. <br /> This item along with the above mentioned sketch and memorandum of <br /> understanding will be available at the next meeting. <br />
