Waste is currently mailing their bills for the period covering <br /> August, September and October. If the Council elects to go <br /> with a new hauler we will once again have to extend the <br /> current contract to the beginning of November. <br /> * The Anoka County Division of Property Records and Taxation is <br /> presenting an informational session for cities, townships and <br /> school districts next week Wednesday. The session will <br /> include: recent legislative changes regarding the Truth in <br /> Taxation process, levy limits, property classifications and <br /> Tax Increment Financing. They plan to have estimated Tax <br /> Capacity, Fiscal Disparities and Tax Increment figures <br /> available by this date. This is the information that I need <br /> to put together some draft copies of a budget for discussion. <br /> I have received input from Public Works and the committees in <br /> regards to budget needs. I have just received the final BACA <br /> and LGA figures as well. HACA has remained constant and LGA <br /> has increased by approximately $8000. I will be attending <br /> the meeting sponsored by the County next week. <br /> My proposed timeline for budget creation is as follows: <br /> Initial Budget Draft - August 15 <br /> Informal Comments /Questions Received - August 21 <br /> Revised Draft for Council Packets - August 22 <br /> Draft discussed at Council Meeting - August 27 <br /> Workshop first week of September <br /> Final draft discussion - Set initial Levy - Sept 10 <br /> * Note - The initial levy has to be set by September 15. At <br /> that point we can always decrease the levy. We can not raise <br /> the levy after that date. This may be the last year we are <br /> not affected by the levy limits due to our population. This <br /> will need to be factored in to our certification. I am <br /> working with Troy on revising the Capital Improvements Plan to <br /> be consistent with what we are able to budget for longer term <br /> projects. <br /> * I will be attending the Anoka County Commissioner's board <br /> meeting on August 26th to explain the establishment of Tax <br /> Increment Financing District 1 -5. This is the district that <br /> we will be creating to assist the Odyssey Lures building. <br />
