Waste is currently mailing their bills for the period covering August, September and October. If the Council elects to go with a new hauler we will once again have to extend the current contract to the beginning of November. * The Anoka County Division of Property Records and Taxation is presenting an informational session for cities, townships and school districts next week Wednesday. The session will include: recent legislative changes regarding the Truth in Taxation process, levy limits, property classifications and Tax Increment Financing. They plan to have estimated Tax Capacity, Fiscal Disparities and Tax Increment figures available by this date. This is the information that I need to put together some draft copies of a budget for discussion. I have received input from Public Works and the committees in regards to budget needs. I have just received the final BACA and LGA figures as well. HACA has remained constant and LGA has increased by approximately $8000. I will be attending the meeting sponsored by the County next week. My proposed timeline for budget creation is as follows: Initial Budget Draft - August 15 Informal Comments /Questions Received - August 21 Revised Draft for Council Packets - August 22 Draft discussed at Council Meeting - August 27 Workshop first week of September Final draft discussion - Set initial Levy - Sept 10 * Note - The initial levy has to be set by September 15. At that point we can always decrease the levy. We can not raise the levy after that date. This may be the last year we are not affected by the levy limits due to our population. This will need to be factored in to our certification. I am working with Troy on revising the Capital Improvements Plan to be consistent with what we are able to budget for longer term projects. * I will be attending the Anoka County Commissioner's board meeting on August 26th to explain the establishment of Tax Increment Financing District 1 -5. This is the district that we will be creating to assist the Odyssey Lures building.
