Lakeland Hills Disbursement Agreement <br /> Mr. Nyberg briefed the Council on the Disbursement Agreement and noted financial contingencies <br /> due to future awarding proposals. <br /> MOTION by Councilmember Brenner to approve the Development Contract and Disbursement <br /> Agreement for the Lakeland Hills Development contingent upon Administrative and Engineering <br /> approval. Noting no building permits shall be issued until Final Plat approval. Motion seconded <br /> by Councilmember Helmbrecht. Motion carried unanimously. <br /> Sanitary Sewer Petition from Bill Pgrrizo for 7397 Old Mill Road <br /> Mr. March reported the City received a letter petitioning for municipal sewer service at 7397 Old <br /> Mill Road, due to a failing mound system. <br /> MOTION by Councilmember Helmbrecht to have Staff poll the surrounding property owners for <br /> their interest in municipal sewer. Motion seconded by Brenner. Wilharber yes, Helmbrecht yes, <br /> Brenner yes, Powers abstained. <br /> MOTION by Councilmember Helmbrecht to request MUSA extension from the Met Council if <br /> the survey warrants. Motion seconded by Councilmember Brenner. Motion carried unanimously. <br /> Refuse Contract <br /> Mr. March briefed the Council on the Refuse Collection Contract. Noting Mr. Bonkowske <br /> worked numerous hours on the contract, gathering information on area haulers licensed to do <br /> business in Anoka County. Mr. March explained the City's goal is to award the contract by mid - <br /> September. Councilmember Helmbrecht suggested establishing a contract criteria enabling the <br /> City to terminated when there is unsatisfactory performance. Mr. March explained the contract is <br /> designed to protect the best interest of the City. <br /> Ms. Clara Ayde (7193 West Robin Lane) suggested detailing several items in the Refuse <br /> Collection Contract. Specifically, to avoid hazardous waste classification, cut oil tanks in half. <br /> Furthermore, requiring a 30 gallon minimal container size and surrogating container capacity sizes <br /> to 30, 60 and 90 gallons. Also, require containers be within five feet of the curb or adjoining <br /> boulevard. Ms. Ayde suggested instead of a quarterly complaint log, haulers submit a monthly <br /> complaint log. <br /> MOTION by Councilmember Helmbrecht to approve the Garbage Contract with noted changes. <br /> Motion seconded by Councilmember Brenner. Motion carried unanimously, <br /> Senior Housing_ odate <br /> Mr. March addressed the Joint Powers Agreement (JPA) between the City of Centerville and <br /> Anoka County. Mr. March expressed concern with the HRA levy and the available Net Levy. <br /> Councilmember Brenner explained the City will be required to budget a $15,000 rental cushion <br /> which will be reflected in the Enterprise Fund. <br /> 4 <br />
