MOTION by Councilmember Brenner to include exhibit C in the Willow Glen Development <br /> Agreement. Motion seconded by Councilmember Helmbrecht, Motion carried unanimously. <br /> LaMotte Park Development First Phase <br /> Mr. March briefed the Council on LaMotte Park Development. Mr. March commented RCWD <br /> tabled the Centerville wetland agenda item until the October RCWD meeting. Furthermore, the <br /> wetland may affect the size of the soccer fields. <br /> Mr, March noted the Centerville Lions Club may be interested in financially helping develop <br /> LaMotte Park. Currently, $124,000 is available in the park fund, including the Willow Glen Park <br /> dedication fees. <br /> Mr. Nyberg stressed the need to minimize the parks wetland impact to accommodate one youth <br /> size soccer field and one adult size soccer field. Mayor Wilharber suggested the park parking lot <br /> include curb and gutter because, it aids in construction, drainage and is more pleasing to the eye. <br /> Mr. Nyberg stated if the City chooses curb and gutter the plans can be implement now during the <br /> park planning stages. The Council requested curb and gutter be included in the park proposal. <br /> Mr. Nyberg commented the first step is to apply for the RCWD permit, and send out for <br /> proposals. Mayor Wilharber noted curb and gutter may be more costly up front, however, in the <br /> future it will hold up better, <br /> MOTION by Councilmember Brenner to authorize H.R. Green to make application to RCWD <br /> and advertize for proposals including curb and gutter. Motion seconded by Councilmember <br /> Hehnbrecht. Motion carried unanimously. <br /> Mr. March reported the Little League Soccer Association indicated they may have funds available <br /> to aid in the park development. Mayor Wilharber questioned the holding pond depth. Mr. Nyberg <br /> estimated the holding pond depth at three to four feet. Mayor Wilharber noted concern with <br /> children's safety around the water. <br /> Senior Housine <br /> Mr. March briefed the Council on the water and sewer service to the senior housing facility. Mr. <br /> March noted the Police Chief suggested fire hydrants at the senior facility. Mr. Nyberg estimated <br /> $50,000 to provide service to the senior housing facility and to provide future utility access to the <br /> Tourville property. <br /> Mr. March reported the new senior housing site plan is showing a pond which encroaches on the <br /> future senior facility site. Mr. Nyberg questioned the Councils zoning intention on the remaining <br /> property. Mr. Nyberg noted the proposed ponding plans also may encroach on the future <br /> commercial property. Councilmember Brenner suggested Staff, the Engineer and Anoka County <br /> investigate the future commercial site. Mr, March suggested the City determine whether or not <br /> the commercial property is usable. If the property is not usable, the City should consider granting <br /> it to Anoka County so they will maintain it- <br /> 4 <br />
