City of Centerville Meeting Minutes September 25, 1996 <br /> hook up and deferring payments. Stewart stated the Building Inspector needs to inspect <br /> the lines prior to final approval. <br /> MOTION by Brenner, seconded by Helmbrecht to approve the Main Street/Progress <br /> Road/Elementary School Watermain Extension Project Pay Estimate number 3. Motion <br /> carried unanimously. <br /> Pay Estimate No. 9 - Acorn Creek Project. Powers - Rasmussen asked if curbs and gutters <br /> were done. Nyberg said yes. Further, this will be the last pay estimate before the final <br /> payment. Helmbrecht asked if 73rd and Old Mil] Rd drainage was taken care of Nyberg <br /> said the valley gutters had been taken care of Helmbrecht asked the amount of the <br /> retainer. Nyberg said $15,000.00. <br /> MOTION by Helmbrecht, seconded by Brenner to approve the Acorn Creek Project Pay <br /> Estimate number 9. Motion carried unanimously. <br /> SET AGENDA <br /> Signage on Main Street <br /> Complaint <br /> MOTION by Helmbrecht, seconded by Brenner to approve the set agenda as noted. <br /> Motion carried unanimously. <br /> PETITIONS AND COMPLAINTS <br /> APPEARANCES <br /> Dean Johnson - Resource Strategies, Comprehensive Plan - Johnson explained the <br /> Comprehensive Plan document is meant to be taken in general use but the city should stick <br /> to the plan or may be subject to a lawsuit. Resource Strategies can not get into great detail <br /> but has provided a single source document to allow persons and committees to know <br /> where to go for further information. Johnson explained the Metropolitan Council (Met <br /> Council) has determined 2020 MUSA growth. Met Council has began to concentrate on <br /> 2040 MUSA growth, which will effect the service boundaries on the water shed districts. <br /> Met Council is close on predicting the 2 to 4 year possible growth. Met Council would <br /> like the traffic forecast within 5 years. Met Council will look hard to find anything that <br /> would be in conflict in their growth trends. Johnson felt Centerville's growth is within line <br /> of the metropolitan Forecast, so if the City sticks to the plan, no alterations will be <br /> required. Although if someone stops in and wants to change the plan with hard facts the <br /> City can address Met Council for a change. Johnson explained laws have changed and the <br /> zoning ordinance must stay consistent with the subdivision ordinance. Johnson addressed <br /> the mixed -use districts and suggested the City look at the downtown area with some <br /> creative options such as, smaller lots. Although the city is limited to their options as far as <br /> growth. Further, the City's ordinances should be consistent and comply with Met <br /> Councils requirements. Such as, ordinance provision requiring sewer connections to be on <br /> 2 <br />
