City Council meeting minutes of May 8, 1996
Park Lights
Motion by Powers - Rasmussen, second by Brenner to approve the park lights to be funded
through the Park and Recreation budget. No vote taken, motion later rescinded.
Mr. Palzer stated that this project was to be covered by CDBG but now the county won't
approve it. NSP would own the fights and would be more economical to run.
MOTION by Wilharber, second by Powers - Rasmussen to refer this issue back to Park and
Recreation for budget discussion. Motion carried unanimously.
Cable Operator
Patty Geurke will not be able to work from June 1 through September 1, 1996. Mr. Joe
McNaughton has applied for the position.
MOTION by Wilharber, second by Powers - Rasmussen to accept Joe McNaughton's
application for a temporary cable operator in the absence of Patty Geurke, at the same rate
of pay. Motion carried unanimously.
Kelly's Korner Fence Issue
Councilmember Helmbrecht asked that this be addressed. Kelly's was putting up a mesh
fence and Mr. Palzer issued a stop work order because a variance and building permit was
not applied for. Councilmember Buckbee questioned the definition of a fence.
Mr. Palzer stated that Waterworks recently went through the same thing for replacement
of the fence that was damaged in the ice storm. The height requirement is exceeded thus
needing a variance.
Councilmember Buckbee stated the goal is to provide screening for residents and other
businesses and 6' isn't high enough.
Mayor Wilharber stated the safety issues of volleyballs flying over into the street.
However he did not agree to having it done without a permit.
MOTION by Buckbee, second by Powers - Rasmussen to table the fence issue until
Councilmember Helmbrecht and the owner of Kelly's can be present. Buckbee rescinded
her motion.
MOTION by Buckbee, second by Brenner to direct the owner of Kelly's to approach
Planning and Zoning for a variance request. Motion carried unanimously.
COMMITTEE REPORTS
CC5- 8MM.WPS 11
