City Council minutes of May 22, 1996 <br /> Dave Nyberg noted that the city had received a letter of credit from the developer. <br /> Mr. Nyberg stated the city received 8 bids for the project. According to the bids the cost <br /> to run service to the 9 existing residents on Brian Drive is $8,000 / $900 each resident. <br /> The difference between this project and the Main Street project is that the residents on <br /> Main Street are paying for the trunk line and service to the property line. On a new <br /> development the developer pays for the trunk line, <br /> Councilmember stated she understood why but doesn't agree, especially since both <br /> projects would be bonded together. She added that the city would be getting appraisals <br /> on the different houses and zones. Mr. Nyberg stated he can see having a problem with <br /> doing appraisal because it would set the council's prices. <br /> Rockey Goertz commented that those 9 residents should pay 1 /27th of the trunk line. <br /> Mr. Goertz requested approval of the plat contingent upon FEMA and RCWD. Until <br /> approval is received from those two parties that final plat could not be filed at the county. <br /> Mr. Nyberg stated that they don't have RCWD approval yet. They are still waiting for a <br /> wetland replacement plan from Rehbein. <br /> Mr. Goertz stated that he doesn't see why it can be done with contingencies so he doesn't <br /> have to come back before the council. <br /> Mr. Nyberg questioned the status of the as built grading plan. That the project would <br /> have to be graded and verified prior to the issuance of a building permit. Mr. Nyberg <br /> stated that an as built grading plan policy is critical with this project being by the creek. <br /> Mr. Goertz stated that this has never been discussed with him. He added that the <br /> communication has been poor with the engineer. Mr. Goertz stated that if he would've <br /> known about this 3 months ago he would've dropped the project. He added that it wasn4 <br /> in the feasibility study or the draft development agreement. <br /> Councilmember Powers- Rasmussen stated that it wouldn't be fair to hold Mr. Goertz up if <br /> the city doesn't have this plan ready. Mayor Wilharber apologized for the poor <br /> communication. <br /> Mr. Palzer stated that grading after a home is built is hard than to have it roughly graded <br /> from the beginning. <br /> Mr. Goertz stated that he has been willing to work with the city but some of these <br /> requests are out of the question. Mr. Goertz went on to explain the construction process <br /> that they had intended to use. He added that he would fight the grading plan issue <br /> throughout the ent project because he was never informed. <br /> Mr. March stated that during his first three days here in Centerville he has been faced with <br /> drainage problems, therefore he does have some concern. <br /> CC5- 22MM.WPS 3 <br />
