City of Centerville
July 9, 2003
Council Meeting Minutes

Council Member Broussard Vickers indicated that before making the :final determination
she would like to have a sampling of decibel levels for various noises.

City Attorney Hoeft asked whether Council desired to have a timefTame in the Ordinance
by which Council would act on a request for a special noise permit. After varioUs
discussions, the Council determined that it was not necessary to have the time limit in the
Ordinance.

Motion by Council Member Broussard Vickers. seconded bv Council Member Paar
to continue the public hearinl!. All in favor. Motion carried unanimouslv.

Mayor Sweeney continued the public hearing to the next Council meeting.

VIT. NEW BUSINESS

1. Sedona Homes Conceot Plan

Mr. Paul Kellier, Sedona Homes, addressed Council and reviewed the submitted concept
plans. He explained how they proposed the development to look and noted that the one
issue they see with the plan is the City's parking requirements.

Council discussed the plans and asked that Staff determine if the parking requirements
are actually 15 spaces as indicated the applicant.

Mayor Sweeney expressed concern with the narrowness of the parking and driving lanes
and suggested the Fire Chief review it to ensure ample room for emergency vehicle
access.

Council Member Broussard Vickers indicated that the City is considering placing a water
tower on the public works site and asked whether that would adversely affect the
development from Mr. Kellier's perspective. Mr. Kellier indicated that he did not feel
that would be an issue and thanked Council for the information.

2. Mr. Dave Kilian - 1695 Sorel Street Construction of a Garage - 968 SQuare feet

Mr. Kilian addressed Council and indicated that he had changed the size of his proposed
garage from 968 to 880 square feet. He then explained that the existing garage is ready to
fall down and this new garage would improve the look of his property as well as provide
him with the additional space he needs.

Council Member Capra commented that the maximum allowed is 704 square feet.

Mr. Kilian explained that staying within the 704 square foot requirement does not work
for him because he would like to use the back half of the garage as a workshop and he
needs enough space to be able to permanently set up his equipment such as a table saw.
He then indicated that he had thought the maximum size allowance was going to be
removed during the last revision to the Ordinance and a requirement to come before
Planning and Zoning and Council for a development review added.
