<br />PERMITS <br />Centerville Road is Anoka County State Aid Highway 21. A permit is required to install utilities <br />within the county right-of-way and to connect a new street (Dupre Road). Permits are also <br />required from MPCA for sanitary sewer extensions, and MDH for water main extensions. The <br />developer has applied for the necessary permits from Rice Creek Watershed District and the <br />Department of Natural Resources for constmction activities within wetlands. St. Paul Water <br />Utility will require a permit for grading activities and trail constmction on their easement. <br /> <br />EASEMENTS <br />Temporary easements will be necessary from three property owners on the east side of <br />Centerville Road to install a lateral sanitary sewer pipe. A temporary easement will also be <br />required from Thomas Wilharber on the west side of Centerville Road for stubbing sewer and <br />water service lines within his property. <br /> <br />FUNDING <br />Assessments are proposed to be levied against the benefitted properties along Centerville Road. <br />A preliminary assessment roll is included in Appendix B located at the back of this report. <br />Estimated assessments associated with the lateral utility costs will be revised based on project <br />costs once the work is complete. <br /> <br />1. SANITARY SEWER: <br />All costs for sanitary sewer within the Hunters Crossing 2nd plat will be assessed to the <br />developer, Richard S. Carlson. The costs associated with lateral sanitary sewer along Centerville <br />Road will be funded through special assessments to benefited properties based on similar costs <br />for sanitary sewer in the Pheasant Marsh plat. An equivalent lot method was used, and is <br />described in the Assessment Calculation section of this report. <br /> <br />2. WATER MAIN: <br />All costs for water main improvements within the Hunters Crossing 2nd plat (except tmnk costs) <br />will be assessed to the developer, Richard S. Carlson.
