Again, the librarian can provide the City of
Hugo's land use collection with either a copy at with informDlion from the srody.

7. Establis:tl General Goals
With the collection of data obtained in the first six stepS, there is a considerable amount of
information relative to the area of the study, the problems and concerns, the existing data
and the traffic volume patterns. These should be utilized to establish general goals for the
study, which are different from the problem statEmeDt in Item No. 1. There should be
several goals of the stUdy and the I.3~ Corrldor Study in Ramsey County has a list which
can be used as a starting point, These .goals can be established independently by varlOU&
agency staffs or can be discussed at a meeting of the general group. It is important that the
goals be carefully established since they will guide the following steps of the study.

8. ~o11\PiIe Data
The infoi-mation in the libraries need to be compiled into more useable data in graphic form
where possible. The followiTlg liteps are suggested to provide a reasonable base for any
future study.

Land use, as pointed out earlier, can be generalized on an existing Metro Area map. The
compatibility of the various electronic maps along with their legends and different land use
classifications should be considcrc:d for placement on a single map if possible. While this
is not critical, it would make funire steps easier to lUlderstand at discussions of the group_

Traffic volumes can be added to the Metro Series map and be easily reproduced as a
special map for the group.

The transportation system functional class is already available from the Metropolitan
Council and MnlDOT. This should be printed and distnbuted along with any local agency
requests for modifications.

The tnmsponation system should be defined based OD the land use and transportation plans
of the agencies. A major consideration will be the programmed improvements for the
system. It is suggested that each of the agencies provide a list of its programmed
improvements along with the proposed. year of the impro'Vement. Because tbere are severel
agencies involved. it is sugested chat two different maps be developed. one for each of the
two counties. It is further suggested that Anoka County obtaht the system improvements
from aU agencies within the County and provide a single base map showing current system
and programmecl imPJ:ovements. Washington County can do the same for its 11'9. This
will provide an excellent base map for futl.1te studies.

There are also a number of proposed or recommended improvements which have not yet
been programmed by the various _Fncies. These will come from the various reports. It is
