City of Centerville <br /> Council Meeting <br /> December 28, 2011 <br /> All in favor. Motion carried unanimously. <br /> 5. Approve License for Use of Digital Ortho & Oblique Aerial Photographs <br /> w /Anoka County. <br /> Finance Director Jeziorski stated that the City previously has entered into agreements <br /> similar to this with the County and they would like a renewal. Finance Director Jeziorski <br /> stated that the aerial photographs are utilized by staff on a regular basis. <br /> Motion by Council Member Love, seconded by Council Member Fehrenbacher, to <br /> Approve Licensing for Use of Digital Ortho & Oblique Aerial Photographs w /Anoka <br /> County. All in favor. Motion carried unanimously. <br /> 6. Approval of Massage Establishment & Renewal of Massage Therapist License <br /> Sense of Life & Ms. Lisa Kieselhorst <br /> Mayor Wilharber stated that Ms. Kieselhorst has been operating A Sense of Life out of <br /> Schlavin Chiropratic Offices directly across from City Hall for several years. <br /> Motion by Council Member Paar, seconded by Council Member Love, to approve <br /> the Massage Establishment & Renewal of Massage Therapist License — A Sense of <br /> Life & Ms. Lisa Kieselhorst subject to the submission of current insurance and <br /> certification on file with the City (Submitted Documents Expire 9/31/2012) . All in <br /> favor. Motion carried unanimously. <br /> Mayor Wilharber stated that over the previous years with both establishments that <br /> operated massage, building owners /operators have felt that the renewal process infringes <br /> on the rights of owners and the fees are extremely high. The Mayor stated that the City's <br /> current Code requires a background check by the Police Department, an annual <br /> inspection by both the Fire Department and the City's Building Inspector. Attorney <br /> Glaser stated that there is a very high potential for illegal activity with this type of <br /> business and through fees, these undesirable businesses can be filtered out. <br /> Finance Director Jeziorski stated that through discussions with the Administrator, the <br /> Council may consider to offer waiving of the renewal fee for massage therapists if they <br /> are also the owner /operator. Attorney Glaser felt that the fees that the City is charging is <br /> comparable to other City's and reviewed several with Council ranging from $180 -$625. <br /> The Mayor requested that research regarding fees, requirements and a recommendation <br /> be brought back to Council for consideration at their next meeting. <br /> 7. Minnesota Department of Natural Resources Grant Announcement Letter <br /> Mayor Wilharber requested that Staff research the possibility of applying for the Grant <br /> which outlines planting of specific trees with the City of Centerville for the coming year <br /> Page 4 of 6 <br /> 4 <br />
