City of Centerville Council Meeting Minutes January 25, 2012 Motion by Council Member King, seconded by Council Member Paar, to approve Res. #12- 005 – Authorizing the Creation of Fund #401 and Transfer of $26,100 from the General Fund to this Fund prior to the City’s 2011 Financial Year End as presented. All in favor. Motion carried unanimously. 2. Res. #12-006 – Approving State of MN JPA w/City on Behalf of its City Attorney & Centennial Lakes Police Department (Allowing Use of State’s Criminal Justice Data Network) Attorney Glaser briefly reviewed the process of his office charging offenders of crimes, “Criminal Complaint” and the necessity of additional agencies review and approval prior to forwarding the complaint to the Courts within a short timeframe, 36 hours in some incidences. Attorney Glaser stated that on a routine basis a courier service or a Community Service Officer is utilized to transport these documents to these multiple entities within the allowable timeframe. Attorney Glaser stated that resolution allows approval for the City’s Attorney and Police Department to utilize the Bureau of Criminal Apprehension’s eCharging system allowing transferring of complaints via electronic means and allows the City’s Attorney access to the Court Date Services Subscriber Network. Mayor Wilharber questioned within the agreement is states that costs would be the responsibility rd of a 3 party user and would that be the City’s responsibility. Attorney Glaser stated that would; however, currently these services are being funded by a grant and there would be no cost to participate. Attorney Glaser stated that there potentially could be in the future. Council Member King questioned the provider of the grant funding. Attorney Glaser stated that the grant is from the Federal Government and at some point all prosecuting firms will be required to participate in this program. Council Member King requested that Attorney Glaser provide additional information regarding the grant provider. Motion by Council Member Fehrenbacher, seconded by Council Member Love to approve Res. #12-006 as presented. All in favor. Council Member King Abstained, citing the need for more time to review. Motion passed. 3. I35W/E Coalition (January 19, 2012 Meeting) Council Member Fehrenbacher reported that he attended the meeting and discussion was had regarding growth, MNPass Improvements and updates from various cities that were in attendance. Council Member Fehrenbacher stated that numerous roadway/bridge projects are planned for the next few years; however, they will not be closer to the City than Little Canada Road. 4. Rush Line Corridor Mayor Wilharber reported that both he and Council Member Fehrenbacher participated in different meetings where discussions were had regarding statistics, new Park and Rides, MNPass and roadway/bridge projects. Both members reported that they posses presentation materials if there is an interest.
