<br />Mr. Palzer indicated that it did not make sense to repave the public works site if it is the <br />proposed water tower site. <br /> <br />7. Overweight Permit <br /> <br />Ms. Moore-Sykes indicated she received a request from Peltier Preserve for an <br />overweight permit to begin grading. <br /> <br />Council discussed the matter and agreed that there would be no permit considered until <br />such time as the required fees for the development have been paid. Council also <br />indicated that bonding would be required to ensure that the streets could be repaired if <br />damaged. <br /> <br />8. NPDES Phase II MS4 Permit <br /> <br />Council Member Capra reviewed some concerns she had with the NPDES Phase II <br />Permit. Ms. Moore-Sykes indicated that what is listed in the permit is a minimum level <br />of what the City proposes to do and noted that right now there are things on the web page <br />about storm water and how to mitigate pollution. <br /> <br />Council Member Capra commented that by next year the City would have to have an <br />annual storm water management letter. Ms. Moore-Sykes indicated that something like <br />the NEMO presentation would qualify. <br /> <br />Council Member Capra asked if there would be a storm water management committee. <br />Ms. Moore-Sykes indicated that she did not feel that was necessary and noted that there <br />are not Staff resources for it. <br /> <br />Council Member Capra commented that the total for the first part of this was $8,200 and <br />the total is $15,000. Ms. Moore-Sykes clarified that the permit application was a lot of <br />work that the City would never have been able to complete on its own. She further <br />commented that the government was working on this plan for 30 years and gave Staff a <br />matter of months to put this together. <br /> <br />Council Member Capra indicated that she would like to get the ~~~ management <br />plan back on the agenda to approve. <br /> <br />Motion by Council Member Capra. seconded by Council Member Paar to approve <br />the NPDES Phase II MS4 Permit.
