Quad City Representative <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Capra to authorize Mayor Sweeney and Council Member Capra as representatives <br />and Council Member Lee as an alternate. All in favor. Motion carried <br />unanimously. <br /> <br />3. Re-development of Downtown City Property eMr. Mike Kraft. HTG Architects) <br /> <br />Mr. Kraft of HTG Architects addressed Council and provided an overview of his <br />previous redevelopment accomplishments. He then asked Council for authorization to <br />work to provide a redevelopment plan for the downtown area. <br /> <br />Council Member Broussard Vickers indicated she thinks the change in Main Street is <br />going to happen whether the City likes it or not. She then said that the City has the <br />opportunity to recreate downtown in another location and she is open to any kind of <br />multi-use plans for consideration. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member Lee <br />to direct the City Attorney to draft a letter of a2reement with HTG Architects for <br />redevelopment plans for downtown for a five month period. All in favor. Motion <br />carried unanimously. <br /> <br />5. Resolution #03-028. St. Genevieve Church's Request to Temporarilv Conduct <br />Charitable Gamblin~ Activities <br /> <br />Motion by Council Member Capra, seconded bv Council Member Broussard <br />Vickers to approve Resolution #03-028 as presented. All in favor. Motion carried <br />unanimously. <br /> <br />5. Resolution #03-029. Spring Lake Park Lion's Request to Renew their Gambling <br />Premises Permit to Conduct Charitable Gambling Activities <br /> <br />Council Member Lee asked if Staff has verified that all money due the City is coming in. <br />Ms. Paulseth indicated that they have been paying on an annual basis but report monthly. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member Lee <br />to approve Resolution #03-029 as presented. All in favor. Motion carried <br />unanimously. <br /> <br />6. Spring Asphalt Repair & Additions (Parking Lots LaMotte Park & Public Works) <br />Heritage Street/LaMotte Drive <br /> <br />Mr. Palzer indicated he has received quotes from two local contractors but has not had <br />the opportunity to review them.
