City of Centerville
Council Meeting Minutes
August 8, 2012
providing key information on how to get an item to the legislature for consideration if
multiple cities felt that it was a priority. Council had concerns that much larger cities
were members who may have larger voices on issues, several neighboring communities'
non - membership and the value of the membership. Ms. Nauman assured Council that
they have member cities of all sizes and all work together cooperatively on issues of
priority, attitudes of other communities benefiting from their services without being
members and drawing Council's attention to the 50% membership reduction for the first
year of membership.
Administrator Larson stated that he felt that there was a value to the services provided by
Metro Cities with the regular newsletters, lobbying efforts, legislative alerts,
license /permit fee and salary surveys provided by them.
Concensus of Council was to become a member for 2013 with the reduced fee and
determine future membership after one year.
VII. OLD BUSINESS
1. None.
VIII. NEW BUSINESS
1. Appraisal Street Project Assessments
Administrator Larson stated that it is customary to complete random appraisals associated
with assessments for projects to ensure the benefit and that the assessment is viable.
Administrator Larson stated that the appraisals will be used as tools to determine whether
the project(s) should be commenced.
Motion by Council Member Fehrenbacher, seconded by Council Member Love, to
order appraisals of random properties within the project area in an amount not to
exceed $4,000. All in favor. Motion carried unanimously.
2. Joint Powers Agreement Sharing of Building Inspection Services — City of Hugo
Administrator Larson stated that the agreement would allow participating communities
maximization of their staff when and if needs arise for assistance. Administrator Larson
stated that the agreement allows for participation, however, you do not have to utilize it if
desired not to. Council Member Fehrenbacher stated that if a community was hit hard by
weather and many buildings were damaged, similar to previous years, it would be an
asset to have this in place.
3
