City of Centerville <br /> Council Meeting Minutes <br /> September 26, 2012 <br /> racks and seating area; paving of the driveway and parking area; provide identification <br /> signage; granting a permanent easement to the City for a welcome sign; sweeping of the <br /> Regional Parks trails through LaMotte Park and along CSAH14; maintain grass along <br /> Centerville Lake and CSAH14 trail along with a one -time payment of 1.8 times the <br /> City's portion of the property taxes for one year (Appox. $1,400). <br /> Mr. Leibel stated that he felt that this was an opportunity to sell his property to the <br /> County who would ensure protection of the Indian Burial Mounds and esthetic <br /> improvements to the parcel being an entrance property to the City. <br /> Concerns were expressed by Council members that the property would go tax exempt. <br /> Council Member Fehrenbacher stated that while the $1,400 tax loss appears small, if <br /> calculated as a ratio to the City budget and then using that same percentage against the <br /> county budget, it would be equivalent to a loss of about $225,000, to the County. He <br /> suggested that the net present value of the loss of this income to the City would be about <br /> $50,000. <br /> Consensus of Council was that the things being offered by the County to offset the City <br /> losses was insufficient. It was agreed to continue discussions to find additional items of <br /> consideration for the sale of the property due to the loss of tax base. <br /> 2. Deb Barnes, Managing Editor, Citizen Newspaper <br /> Ms. Barnes stated that Press Publications would be offering space in its newspaper to <br /> select communities called The Lowdown. The Citizen will be offering a new section <br /> within the paper providing news and viewpoints for Centerville. Ms. Barnes stated that <br /> additional information about this offering and its cost would be forthcoming. <br /> Ms. Barnes stated that currently, the City does not communicate with the public through <br /> this media except for publications of legal notices and that it is an offering that the City <br /> may desire to consider. <br /> Mayor Wilharber stated that he had received information regarding the new offerings and <br /> would provide it to Staff for possible use in the future. <br /> Ms. Barnes stated that this may be a great avenue for the City to let residents know about <br /> road construction, plowing priorities, etc. <br /> VII.
