City of Centerville <br /> Council Meeting Minutes <br /> September 26, 2012 <br /> VIII. NEW BUSINESS <br /> 1. Approve Agreement with TASC for Assistance with Administering Flexible <br /> Benefit Plan — (Substitute for prior administrator AFLAC) <br /> Administrator Larson stated that the City has a number of benefit offerings for Staff <br /> including short-term and long -term disability, health insurance, a health savings plan, <br /> daycare, etc. In order to maintain pretax treatment of these benefit offerings, the city <br /> needs to carefully manage them in compliance with IRS requirements. Administrator <br /> Larson explained that the City previously had a flex -plan with AFLAC who administered <br /> the program; however, currently no employees are subscribing to their services and <br /> AFLAC will no longer provide the services to the City. Administrator Larson stated that <br /> TASC would administer a flex -plan for a monthly administration fee of $30 which was <br /> minimal. <br /> Motion by Council Member Paar, seconded by Council Member Love to approve <br /> the Agreement with TASC for Assistance with Administering Flexible Benefit Plan. <br /> All in favor. Motion passed unanimously. <br /> 2. Approval of Contract with Union Local 49, Public Works Employees <br /> Administrator Larson stated that negotiations with Local 49 representing public works <br /> employees has been ongoing for approximately eight (8) months and with recent <br /> mediation discussions an agreement has been reached. Administrator Larson stated that <br /> it was critical to reach an agreement prior to filling the vacancy for the Building <br /> Inspector /P.W. Technician position. Administrator Larson reviewed the contract <br /> modifications with Council stating that he understood that Council had offered certain <br /> amounts in certain categories but in an attempt to get this issue resolved he offered the <br /> following: a one time payment in October, 2012 for $450 rather than $500, an increase in <br /> boot allowance of $30 rather than $25 for years 2013 & 2014 and an increase in uniform <br /> allowance of $50 rather than $0 for the years 2013 & 2014. Administrator Larson stated <br /> that the above stated items would be in addition to previously authorized contract <br /> changes. <br /> Consensus of the Council was that minimal changes had been made and Staff could <br /> commence filling the current vacancy with a contract in place. <br /> Motion by Council Member Love, seconded by Council Member Fehrenbacher to <br /> approve the Contract with Union Local 49, Public Works Employees for 2012, 2013 <br /> & 2014 as presented.
