City of Centerville <br />Council Meeting Minutes <br />July 17, 2013 <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love to <br />approve the Planning & Zoning Recommendation and grant a Variance, 7247 Main <br />Street ~ Placement of Shed/Garage in Front Yard as submitted. All in favor. <br />Motion passed unanimously. <br /> <br /> <br />IX. ANNOUNCEMENTS/UPDATES <br /> <br />City Administrator Larson stated that some time ago the County removed the entrance <br />monument signs to the Lakeland Hills development due to the Main Street/CSAH14 <br />reconstruction project. Upon the request of a resident of the development, the County is <br />willing to reconstruction the monument signs at their expense. Lengthy discussion <br />ensued regarding City Code and the need for a homeowner’s association that would take <br />responsibility for maintaining the monument, lack of a homeowner’s association, City <br />liability, and street maintenance. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to <br />deny the County’s re-construction of the entrance monuments for the Lakeland <br />Hills Development until such time as a homeowners association is formed and <br />accepts responsibility for the monuments in perpetuity. <br /> <br />Additional discussion ensued regarding previous City Code requirements, disbandment of <br />homeowner’s associations, and a possible escrow. <br /> <br />Council Member Fehrenbacher withdraw his motion. <br /> <br />Motion by Council Member Paar, seconded by Council Member Fehrenbacher to <br />deny the County’s re-construction of the entrance monuments for the Lakeland <br />Hills Development until such time as a homeowners association is formed and <br />accepts responsibility for the monuments. Council Member Love opposed. Motion <br />passed. <br /> <br /> <br />Administrator Larson reported that Staff would be meeting with Anoka County regarding <br />the Centerville Road/CSAH21 project later in the week. <br /> <br />Administrator Larson reported that the City invited three commercial realtors to offer <br />their services to the City for listing the City’s surplus property, however, only one <br />appeared to be interested in providing their services. Administrator Larson stated that it <br />was anticipated that a proposed listing agreement would be available for Council next <br />meeting. <br /> <br />Engineer Statz stated that the Northdale Construction continues to diligently work on the <br />2013 Street Improvement Project by directionally boring water service lines, installing <br />curbs and anticipate paving the following week. Engineer Statz stated that no additional <br />surprises were uncovered in the northern portion of the project (Fox, Hayfield, Houle and <br />Peterson Trail) areas.
