Consider Acquiring Tax Forfeited Parcel – Outlot A Pheasant Marsh 1 Addition <br /> <br />Administrator Larson stated that Anoka County notified the City that a narrow piece of <br />property (411’ x 18’ x 414’ x 10’) was retained by the developer, however, the developer <br />stopped paying taxes on the parcel and it went into tax forfeiture. Administrator Larson <br />stated that the parcel can be acquired at minimal cost and added to the right-of-way of the <br />roadway (Dupre Road). Administrator Larson requested Council’s direction, either to <br />acquire the parcel and holding for public purpose or allowing it to remain tax forfeited. <br /> <br />Motion by Council Member King, seconded by Council Member Paar, to approve <br />st <br />the purchase of Outlot A, Pheasant Marsh 1 Addition for public purpose at this <br />time. All in favor. Motion passed unanimously. <br /> <br />4. 2013 CDBG Agreement w/Anoka County ~ Water Main/Residential Hookup <br /> ($286,729) <br /> <br />Administrator Larson stated that the City has received grant funding through Anoka <br />County’s Community Development Block Grant Program to provide residents within the <br />Royal Meadows Development (North, South and West Robin Lanes and Cardinal Drive) <br />with municipal services (water) if the owners of the properties meet certain financial <br />criteria. Administrator Larson stated that Staff has attempted on numerous occasions to <br />obtain 100% participation in a financial survey of property owners to no avail. <br />Administrator Larson stated that to date of the surveys returned, 70% of the property <br />owners have met the financial requirements for subsidy. Administrator Larson stated that <br />Staff continues to obtain 100% survey completion. Administrator Larson stated that this <br />grant does not require a local match, however, it was anticipated that the City would <br />incur approximately $60,000 of the project with the grant assuming the remainder. <br />Administrator Larson also stated that Council will need to determine placement of the <br />watermain whether it be in the road, boulevard or rear yards. Council Member King had <br />ongoing concerns for residents who may desire the water connection but who may not be <br />able to afford the quarterly/monthly bill associated with the services. <br /> <br />Engineer Statz stated that the Rice Creek Watershed District’s rules have been modified <br />and are not as stringent as the 2009 street improvement project. Discussion ensued <br />regarding at any time prior to construction commencing the City could determine not to <br />complete the project and return the funding otherwise the funds would need to be <br />expended by December 31, 2014. <br /> <br />Motion by Council Member Love, seconded by Council Member Paar, to approve <br />the 2013 CDBG Agreement w/Anoka County ~ Water Main/ Residential Hookup <br />($286,729) as presented. All in favor. Motion passed unanimously. <br /> <br />5. Approval of the 2014 Centennial Fire District Budget <br /> <br />Council Member Love desired to commend Chief Streich on his commitment to finding <br />revenue to support the Fire District’s Budget year after year.
