City of Centerville <br />Council Meeting Minutes <br />August 14, 2013 <br />concurred and stated that the Chief has attempted new and innovative ways to not only <br />increase revenue through EMS training, grants, etc. but going door-to-door soliciting new <br />firefighters. Council Member Paar also stated that the Fire Steering Committee’s <br />contributions have also been an asset. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love, to approve <br />the 2014 Centennial Fire District Budget as presented. All in favor. Motion passed <br />unanimously. <br /> <br />6. Approval of the 2014 Centennial Lakes Police Department Budget <br /> <br />Administrator Larson reviewed the previously submitted information and stated that <br />replacement pages were presented this evening for Council review. Administrator Larson <br />reported that the differences in the two documents were that the first documents <br />contained all options and the newly submitted replacement documents only contained <br />Option 3 which is recommended by the Governing Board. <br /> <br />Lengthy discussion ensued regarding relying on the fund balance, replacement of <br />equipment, patrol cars, personnel costs, pay equity and union contract negotiations. <br /> <br />Motion by Council Member Paar, seconded by Council Member Love, to approve <br />the 2014 Centennial Lakes Police Department Budget as presented. All in favor. <br />Motion passed unanimously. <br /> <br />7. Proposed Budget for Engineering Service for Centerville Road/(CSAH21) Project <br /> <br />Administrator Larson stated that the City would be entering into a Joint Power <br />Agreement with Anoka County for the reconstruction of Centerville Road/(CSAH21); <br />however, the City would be responsible for such items as City design, storm sewer <br />portion and monitoring design. <br /> <br />Engineer Statz desired to correct an error in the presented documents by stating that there <br />would not be a turn lane at Center Street & Hunters Trail due to the input obtained at the <br />previous public meeting and concerns for needed encroachments/easements. Engineer <br />Statz gave a brief overview of the project, stated that the entire design and associated <br />financial responsibilities, City responsibility/County responsibility, are yet to be <br />determined. Administrator Larson stated that within three months a Joint Powers <br />Agreement for the project should be forwarded to the City detailing the project, financial <br />responsibilities, design, etc. Mayor Wilharber reported that an additional public input <br />meeting would be held on September 24, 2013 at St. Genevieve’s Community Parish <br />regarding the project. <br /> <br />Engineer Statz stated that a breakdown of fees was contained on the last page of Stantec’s <br />proposal, total of $43,000 and any item(s) could be removed if Council determined and <br />the fees would be adjusted accordingly. <br /> <br />Page 5 of 8 <br /> <br />
