City of Centerville <br />Council Meeting Minutes <br />September 25, 2013 <br />Administrator Larson stated that he is suggesting that commencing 2014, the City utilities <br />be billed on a bi-monthly basis, subcontract a portion of the meter reading and bill issuing <br />process and provide the billing in post-card format rather than current practices. <br />Administrator Larson stated that he felt that this would provide residents with a more <br />accurate usage allowing for water conservation provide integration with Bill pay, secure <br />set up for ACH payments, receipt of e-mail billing if desired and removal of convenience <br />fees for on-line payments. <br /> <br />Discussion ensued regarding monthly billing and Mr. Statz stated that where he lives he <br />is billed monthly and he feels that it fits in with their other billings. Council Member <br />Love questioned if the proposed bi-monthly billing would save the City money and <br />Administrator Larson stated that it would not with postage and labor costs, however, it <br />would assist residents with additional options for payments, lower payments due to the <br />frequency and save the City in paper costs. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Love to <br />Adopt Res. #13-020 – Approving Changes to Utility Billing Procedures as presented <br />All in favor. Motion passed. <br /> <br /> <br />6. Stantec Engineering Presentation of Feasibility Report, Engineer Mark Statz – <br />Royal Meadows Street & Utility Improvement Project <br /> <br />Engineer Statz presented Council with the preliminary feasibility analysis for discussion. <br />Engineer Statz reviewed several different options for the project: <br /> <br />Option 1: <br /> Open Cut installation of water main in the street, patch half of the street with <br />1A <br />1.5” overlay - $610,000; : Open Cut installation of water main in the street, reclaim <br />and pave entire street - $619,000 or Directional Drill the installation of water main in the <br />street, patch at service taps and fittings, 1.5” overlay - $533,000. <br /> <br />Option 2: <br />Open cut installation of water main in the boulevard, patch driveway, 1.5” <br />2A <br />overlay - $540,000; : Directional Drill the installation of water main in the boulevard, <br />(no driveway impact), 1.5” overlay - $523,000. <br /> <br />Option 3: <br />Open cut installation of water main in back yards, 1.5” overlay - $543,000; <br />3A <br />: Directional Drill the installation of water main in back yards, 1.5” overlay - <br />$537,000. <br /> <br />Following discussion, the consensus of the Council was that the water main should be <br />installed in the boulevard by directional drilling which would not disturb existing <br />driveways.
