Each Member shall be represented by 1) one of its elected officials and 2) its fire chief, or their designee in the fire chiefs absence. Member fire departments which represent multiple jurisdictions shall designate which elected official from their participating jurisdictions shall be entitled to vote on behalf of that Member fire department. Each so designated elected official and each fire chief (or in the chief's absence, the chief's designee) shall have one vote each. Section 6. Order of Business The order of business at a regular meeting of the ACFPC shall be according to Robert's Rules of Order. The order of business at a special meeting of the ACFPC shall be at the discretion of the conductor of such a meeting. Article III Membership Section 1. Categories a. Active Members An Active Member, defined as the fire chief and one elected person from each fire agency, pays an annual membership fee and has voting privileges. A designated person from Central Communications will also be considered an Active Member, but will not be required to pay annual dues. b. Associate Members An Associate Member does not pay an annual membership fee, does not have voting privileges at ACFPC meetings, cannot be an officer of the ACFPC and cannot be a trustee on the Board of Directors, but an associate member has all other rights and privileges of an active member including being a member of committees and voting on committee business matters as a member of that committee. Section 2. Eligibility to be an Active Member Any organized fire department which provides fire protection to an area within Anoka County is eligible to be an active member of the ACFPC upon payment of an annual membership fee. Any such department may apply for membership in the ACFPC by declaring their desire for active membership to the ACFPC in writing a minimum of 30 days prior to the next scheduled ACFPC meeting. 18 29
