City of Centerville
Council Meeting Minutes
September 10,2014
Administrator Larson stated the item had been discussed prior with Council and T-Mobile
desired to construction three additional antennas on the existing water tower and location of their
other antennas. Administrator Larson also stated that he had negotiated an increase of$3,000
annually (about $18,000/year to $21,000) for the new antennas. Administrator Larson stated that
T-Mobile desired to extend the term of their existing lease at this time but decided that the
additional issues would delay installation of the antennas. Administrator Larson reported that
Legal Counsel provided him with a name of a firm that the City may enlist in negotiating an
extension to the contract as the existing contract will expire in 2016.
Council questioned whether other entities could install antennas on the tower. Larson noted that
it may be difficult to put other antennas on the tower due to the space already occupied by T-
Mobile, but another user would need to do an engineering evaluation to determine how that
might be done.
Motion by Council Member Fehrenbacher, seconded by Council Member Love to approve
the Third Amendment to Site Lease Agreement as presented. All in favor. Motion passed.
4. Mr. Matthew Montain — Purchase of the City's 1950's Studebaker and Tow Behind
Water Cart
Mayor Wilharber stated that the City had received an offer for purchase of the 1950's Studebaker
fire truck and pull behind water cart for $2,500 from Mr. Matthew Montain. Mayor Wilharber
stated that Mr. Montain and his brother are firefighters housed out of Station #3. Mayor
Wilharber stated that Mr. Montain desired to restore both items, and would make the items
available for use in festivals and parades. Mayor Wilharber stated Mr. Montain is willing to
offer to the City purchase of the items when he is no longer a firefighter or resides in the
community.
Administrator Larson stated that the truck is inoperable, has flat tires and is being stored in the
old Public Works building. Mayor Wilharber stated that it has been quite some time since the
vehicle has been in running order.
Lengthy discussion ensued regarding previous offers for purchase, desire to retain in the
community, legal concerns for selling surplus items unless there is a unique situation similar to
this, selling price, financial assistance, fair market value versus offered amount, etc.
Motion by Council Member Fehrenbacher, seconded by Council Member King to table this
item until such time as Mr. Matthew Montain is presented. All in favor. Motion passed.
X. ANNOUNCEMENTS/UPDATES
1. Administrator Larson stated that Council Members would be receiving emailed
versions of applicant's resumes Thursday and if any member desired paper copies to
notify him.
