City of Centerville <br /> Council Meeting Minutes <br /> February 25,2015 <br /> Engineer Statz reminded Council that the City received bids just prior to the last Council <br /> meeting, lowest bid was $503,900.50 and the bid included all of the work being completed by <br /> the contractor which is different from last year's project where materials and labor were bid <br /> separately and Public Works completed some of the smaller work. <br /> Finance Director Paulseth noted that the City had $465,000 in special assessments, $90,000 in <br /> surplus from 2014 and $200,000 budgeted for streets in 2015. Ms. Paulseth felt that the funding <br /> was available even with the obligations outstanding for the CSAH21/Centerville Road project. <br /> Ms. Paulseth stated that funds would be utilized from the general fund along with the water and <br /> sewer funds associated with that project. <br /> Discussion ensued regarding the CSAH21/Centerville Road project and its cost of $700,000, <br /> funding coming from $300,000 general fund, $200,000 water fund and $200,000 from the sewer <br /> fund, concerns for overruns on the project, concerns for the downtown colored concrete <br /> intersection, street maintenance fund balance remaining at $100,000 and $200,000 being <br /> budgeted for the upcoming year which could delay further street upgrades and assessment <br /> amounts for last year's project($500) versus this year's amount of$525 and $15,000 remaining <br /> to be paid from the assessments of last years' project. <br /> Discussion ensured regarding the process for determining the assessment amount, the timeframe <br /> for accepting the bids, parade route, completion dates, no need for road closures or detours <br /> associated with the project and project differences from the previous year and this year not <br /> experiencing manhole versus roadway level problems. <br /> Motion by Council Member Fehrenbacher, seconded by Council Member Paar to direct <br /> Staff to schedule a special assessment public hearing assessing each benefiting property <br /> $525 for the 2015 Mill& Overlay Proiect. <br /> Discussion ensued regarding raising the levy versus large special assessments to complete <br /> projects similar in the future, intent of obtaining all roadways in good condition within its <br /> projected period of time, Council Member Love's desire to levy for the projects versus <br /> estimating assessments or projecting amounts that may prove to be incorrect or not allow repairs <br /> in the future. <br /> Council Member Love opposed. Motion passed. <br /> 2. Res. #15-OXX—Relating to the Proffered Settlement Agreement by the White Bear Lake <br /> Restoration Association Relating to Regionalization of Municipal Drinking Water <br /> Supplies & Northeast Water Summit/Minnesota Department of Natural Resources <br /> Groundwater Management Area Project. <br /> Administrator Ericson stated that at Council's previous meeting, staff was directed to draft a <br /> resolution in opposition to the settlement agreement and reflect Centerville's position with the <br /> inclusion of the potential for impact on Centerville,Centerville Lake levels,and etc. <br /> Page 3 of 9 <br />
