City of Centerville <br /> Council Meeting Minutes <br /> February 25,2015 <br /> City Attorney Glaser stated that he added the very last bullet point "The unique impact on the <br /> City of Centerville from this settlement includes the potential use of the Saint Paul Regional <br /> Water Service facilities located in Centerville to pump water out of Centerville Lake to serve the <br /> region's needs. The drawdown of Centerville Lake could have negative environmental impacts." <br /> Council Member King requested that language be added that the Metropolitan Council designed <br /> the regional water supply project and Council concurred. <br /> Administrator Ericson stated that if Council desired Staff would forward the resolution to <br /> legislators, Metropolitan Council, Minnesota Department of Natural Resources and local <br /> representatives from neighboring communities. <br /> Motion by Council Member Kinn, seconded by Council Member Love to Approve Res <br /> #15-008 and its forwardiny.to appropriate entities. All in favor. Motion passed <br /> 3. Reaffirming Final Plat, 6995 — 20th Avenue South with Promissory Note for Park <br /> Dedication Fees Lot 1 ($3,806, Center Villa, Second Addition) <br /> Attorney Glaser stated that the Lessard's had been given 60 days to file the approved plat, they <br /> did not do so due to the existing tenant's financing falling through. Attorney Glaser stated that <br /> another buyer is in place, the plat needs to reaffirmed and a requirement of the reaffirmation was <br /> that park dedication fees be paid in the amount of$3,860. Attorney Glaser also stated that the <br /> Lessard's have requested that they be allowed to enter into the submitted Promissory Note rather <br /> than paying the fees up front. Attorney Glaser stated that if the Lessards' fail to comply with the <br /> Promissory Note, a lien will be placed against the proceeds of the sale and if a sale does not <br /> occur,the$3,860 will be assessed to their property taxes commencing 2016. <br /> Administrator Ericson stated that Mechanical Air Systems, Inc., an HVAC company, has shown <br /> interest in the property and has submitted for a Conditional Use Permit. Administrator Ericson <br /> also stated that the Planning & Zoning Commission would be considering scheduling a public <br /> hearing at their next meeting. Administrator Ericson stated that Mechanical Air Systems, Inc. is <br /> a reputable company with fourteen (14) employees, Miller Mobile Marine will unfortunately be <br /> vacating the property at the end of April and staff has met with the potential buyers regarding <br /> their use of the building, outside storage and fire suppression requirements which are not needed. <br /> Motion was made by Council Member Fehrenbacher, seconded by Council Member Love <br /> to reaffirm Council's previous approval for Final Plat of 6995 — 201Avenue South as <br /> submitted and Promissory Note for Park Dedication Fees ($3,860 for Lot 1 Center Villa <br /> Second Addition as presented. All in favor. Motion carried. <br /> 4. CSAH21/Centerville Street Reconstruction — St. Paul Regional Water Agreement (6th <br /> Rider) Allowing for 48" Culvert Installation&Maintenance <br /> Administrator Ericson stated that it is critical that this agreement is completed allowing the <br /> City's replacement of the culvert that is in disrepair on their property. Engineer Statz stated that <br /> Legal Counsel and himself had been working with Mr. Bill Tschida, Unit Supervisor, St. Paul <br /> Regional Water Services to obtain an agreement to allow for the replacement.
