City of Centerville <br /> Council Meeting Minutes <br /> February 25,2015 <br /> stated that the City and St. Paul Regional Water Services entered into an agreement in 1966 and <br /> that to move forward with the culverts replacement an amendment would need to be obtained <br /> from them. Both entities understand that the work needs to be completed, however, financial <br /> responsibility for each entity's infrastructure is of major concern. Engineer Statz also stated that <br /> this situation is very unique due to the placement of piping above the structure that needs to be <br /> replaced and ownership and financial responsibility due to the construction and going forward. <br /> Engineer Statz stated that it has been agreed that the Regional Water Service will temporarily <br /> suspend their pipe allowing for the replacement of the culvert. <br /> Attorney Glaser stated that the original 1966 agreement places all blame and liability for any <br /> problems with St. Paul Regional Water Systems' infrastructure on the City but this agreement <br /> will make St. Paul Regional Water Systems liable during this construction phase. <br /> Mayor Wilharber questioned the use of the City's trailway connecting to the Rice Creek Chain of <br /> Lakes Regional Parks trailway during this construction. Engineer Statz stated that the County <br /> would be placing detour/trailway closure signage and that it was anticipated to be closed for up <br /> to two (2)months. <br /> Motion by Council Member Paar, seconded by Council Member Fehrenbacher to approve <br /> the submitted 6th Rider to Agreement (St. Paul Rezional Water Systems/City of <br /> Centerville) as presented. All in favor. Motion carried. <br /> X. NEW BUSINESS <br /> 1. Request of Ms. Anna Marple, Tenant, 1965 South Robin Lane, for Deaf Child Signage <br /> Administrator Ericson stated that Ms. Marple has provided the City with a formal request for <br /> signage within the Royal Meadows Development and that Staff is looking for direction regarding <br /> this item. Administrator Ericson stated that it was anticipated that two (2) signs and posts would <br /> cost approximately$125/sign. Administrator Ericson suggested that City Engineer Statz and the <br /> Public Works Staff work together regarding placement of the signage. <br /> Discussion ensued regarding false sense of security with the signage, 30 mile per hour speed <br /> limit posting, street's narrowness and inability to exceed 30 miles per hour and Ms. Marple's <br /> notification of moving from the City or change in household dynamics when it occurs. <br /> Motion by Council Member Love, seconded by Council Member Paar to install two (2) <br /> "Deaf Child" signs and posts ($125/sign) with securing an agreement with Ms Marple for <br /> notification of moving or change in household dynamics. All in favor. Motion carried <br /> 2. Res. #15-009— Supporting the Transfer of Firefighter Service Credits and Pension Assets <br /> from the Centennial Fire Relief Association to the City of Lino Lakes <br /> Administrator Ericson stated that this item is being brought forth on behalf of the fire fighters <br /> due to Lino Lake's decision to leave the Centennial Fire District and allowing those fire fighters <br /> that desire to be hired by Lino Lakes the portability of their service credits and pension assets <br /> Page 5 of 9 <br />
