<br />Centerville City Council <br />Meeting Minutes <br />March 26, 2003 <br /> <br />Council Member Capra indicated that wells are addressed in Ordinance #45. A resident <br />then read a portion of the Ordinance that states that no maintenance or repairs are allowed <br />if City water is available. <br /> <br />Council Member Paar indicated that he felt Scenario #2 would be the minimum he would <br />support at this time. <br /> <br />Council Member Lee indicated he would like to loop as much as possible to benefit the <br />City's water system and is in favor of Scenario five. <br /> <br />Mayor Sweeney indicated he was in favor of looping the system for water pressure <br />purposes and, at a minimum, would like to see Scenario #2. <br /> <br />Council Member Capra indicated she was in favor of looping and had stated at the <br />neighborhood meeting that it was her intent to support looping of the water system. She <br />then said that she has concerns with Mill Road and does not want to include them at this <br />time. She further commented that she would be in favor of Scenario #2 because it <br />accomplishes the objective oflooping the water. <br /> <br />Council Member Capra expressed concern with the residents on Clearwater Drive being <br />bypassed for water and said that it would be more costly to have to bring them City water <br />at a later time and that cost would be born solely by the residents. <br /> <br />Council Member Broussard Vickers indicated she supports Scenario #2. <br /> <br />City Attorney Hoeft indicated that approval requires a supermajority. <br /> <br />Motion was made bv Council Member Broussard Vickers and seconded bv Council <br />Member Capra to prepare plans and specifications for Scenario #2. require the <br />developer to escrow funds to cover the plans and specifications. and direct Staff to <br />determine what funds are available from the Lakeland Hills project to be applied <br />before the final assessments are determined. <br /> <br />Council Member Capra indicated she was concerned about payment ahead of time for <br />plans and specifications when there is not a signed development agreement. City <br />Attorney Hoeft indicated there was a small risk to the City that the development would <br />not proceed, and the City would be left with a bill for plans and specifications for a <br />project that does not proceed. However, this was very unlikely. <br /> <br />Council Member Capra commented that there is information that Royal Oaks has money <br />owing to the City for engineering fees and she would not want that remaining looping of <br />water funds to be affected by the fees outstanding. <br /> <br />Page 15 of 19 <br />
