Centerville City Council
Meeting Minutes
March 26, 2003

would like to make sure that the number of miles patrolled is factored in. He also said
that the COP program is very important as it gets the officers out talking to kids and
residents.

Mr. Wilharber cautioned that it seems the proposal has heavy gains to Lino Lakes and he
would like that researched and taken into consideration. He then concluded by saving
that the timeframe is short and the lack of citizen review board concerns him.

Mr. Wilharber asked for information on the buying in of the assets.

Ms. Waite Smith indicated that everyone would contribute all that they have and there are
no buy ins.

Mr. Wilharber asked if funds were included for a separate audit as there was a zero in that
area. Ms. Waite Smith indicated that -#mt- there was not a separate audit but there is
another line item for professional services and that is where that cost was put.

Ms. Waite Smith indicated that she and the finance director had worked hard to pull out
all police department costs from the regular budget to make sure they were not
understating Lino' s costs.

Council Member Broussard Vickers indicated she was not happy with the formulas but
felt the City should move forward with the process.

Council Member Capra agreed but said her major concern is with street coverage and
making sure there is the same or better coverage. She also expressed concern with the
fact there would not be other officers to pool from with the merger.

Council Member Paar indicated he felt citizen involvement was very important. He then
said he wants to make sure this benefits Centerville and he is concerned with the potential
growth to Lino Lakes.

Council Member Capra indicated the funding would be discussed every two years.

Council Member Lee indicated he was not comfortable with the timeframe as he feels
this # become very political and that will stall the process.
v~
Mayor SwJ~ney indicated he felt it was a good idea to move forward with the proposal.

Motion was made by Council Member Broussard Vickers and seconded bv Council
Member Capra to close the public hearin2. All in favor. Motion carried
unanimously.

Mayor Sweeney closed the public hearing at 7:30 p.m.

Council consensus was to move forward.
