Circle Pines
• Smart Irrigation—likely the biggest source of water conservation
• Monitor for leaks
• Landscaping and turf education
• Coordinated outreach(P.R.)
• Effective water rates
Discussion: Because they are in the Anoka Sand Plain smart irrigation will be essential. They would like
to participate in cooperative education efforts on landscaping.
Columbus
• Individual commercial water audits—likely the biggest source of water conservation
• Conservation ordinance
• Education
Discussion: Columbus has a new water system that was just installed. They primarily serve commercial
and industrial users and only have 5 residential water users. Approximately 2131 of the water use is by
one user.
Hugo
• Stormwater reuse—likely the biggest source of water conservation
• Aquifer Recharge
• Water efficiency rebates
• Consider ordinance and policies to encourage stormwater reuse in new developments
Discussion: It was noted that injection wells are illegal. Hugo is concerned that cities should get credit
for efforts that are new or were never pumped previously(new efficiency vs. conservation by existing
customers). The cities will be growing either way. There should also be flexibility between communities.
Cities can offer incentives to private industry. Hugo has a project started with a Homeowners Association
that will reduce water use by reusing Stormwater for irrigation. There will be no impact on surface
water.
Forest lake
• Education
• Water efficiency grants
• Ordinance changes
• Review flushing operations
• Enforcement—likely the biggest source of water conservation
• Water meter replacements
• Storm/water projects
Discussion: They need for enforcement for lawn irrigation, but would like to do education first instead of
penalties. Forest Lake has 6,000 homes that need new water meters which will cost approximately$2.5
million. They are not sure how more accurate meters will impact their water use data. Forest Lakes also
has a lot of old infrastructure. They have convinced the city council to align water and sewer upgrades
with street project. Their greatest need is funding and education for officials. A lot has already been
done in the past 4-8 years and the DNR should compile a list.
3
