City of Centerville
Council Meeting Minutes
March 23, 2016
Engineer Statz stated that the City in conjunction with the Rice Creek Watershed District,
monitors construction site runoff, silt fencing and monitoring of stormwater ponds so duplication
of services do not occur.

Mayor Wilharber opened the meeting for Public Information/Public Comment – SWPPP/MS4 at
6:36 p.m.

The Mayor provided an opportunity for public comment.

No members of the audience expressed an interest for comment.

Motion by Council Member Love, seconded by Council Member Fehrenbacher to close the
Public Input - SWPPP/MS4 meeting portion at 6:39 p.m. All in favor. Motion Carried.

Mr. Charles Reinhardt, 1723 Meadow Lane, desired to confirm Council Member attendance at
the April 13, 2016 Council meeting. He stated that there was a lack of quorum at his previous
scheduled interview for the vacant seat on the Planning & Zoning Commission.

Mayor Wilharber questioned whether Mr. Reinhardt had missed a scheduled interview in the past
and he concurred. Mayor Wilharber apologized for Council Member’s tardiness and/or absence
and that is why Council tabled the item. Mayor Wilharber questioned whether Mr. Reinhardt
desired to be interviewed at 6:15 p.m. or 6:00 p.m. and consensus was that he would appear
before Council at its April 13, 2016 meeting commencing at 6:15 p.m. to interview for the
position of Planning & Zoning Commissioner.

Mr. James Huber, 7314 Deer Pass Drive explained that he recently received a mailing requesting
public comment from the U.S. Army Corps. of Engineers regarding a proposed development
th
along 20 Avenue North across from his neighborhood. Mr. Huber stated that he has concern
regarding the installation of turn lanes, traffic, sidewalks and buffering to his development and
th
those residences’ that abut 20 Avenue. He requested any information that Council may have
regarding the proposed Mattamy Homes development of 866 homes.

Engineer Statz stated that he had just heard about the mailing requesting public comment and has
had limited time to review the item. He stated that the mailing Mr. Huber provided him was
lacking any mapping and without further review he would be assuming what is being
contemplated. Engineer Statz reassured Mr. Huber that he would continue to research the item,
for Mr. Huber to be proactive in a response to the Army Corps. of Engineers and contact the City
of Lino Lakes due to the proposed development’s location within their community.

Both Administrator Ericson and Engineer Statz stated that they have attended meetings with the
City of Lino Lakes regarding the proposed development, this is the first they have heard about
this mailing and they would be in contact with the Ms. Katie Larson, City Planner for the City of
Lino Lakes to request additional information and copies of notices sent to residents. Council
encouraged Mr. Huber to be active in the proposed development.
