City of Centerville <br />Council Meeting Minutes <br />March 23, 2016 <br />against his letter of credit and the imposition of special assessments for abatement of public <br />safety issues (grass cutting, sidewalk shoveling, etc.). <br />Discussion ensued regarding remaining parcels once the sold 12 are developed being 8, purpose <br />of the letter of credit being the City’s ability to draw/utilize the funds to bring into compliance <br />items that the developer has neglected, June deadline date, parcels tax forfeited by the developer <br />and possibility of tabling the item. <br /> <br />Administrator Ericson also stated that the Parks & Recreation Committee would like an <br />opportunity to consider utilization of the tax forfeited parcels. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member King to Table <br />Ground Development’s Request for Reduction in Letter of Credit to the April 13, 2016 <br />Meeting. All in favor. Motion carried. <br /> <br /> <br />3.Landform – Professional Planning Services – Waterworks Site Redevelopment <br /> <br />Administrator Ericson stated that he has spoken with Council regarding the experience necessary <br />for working with local government agencies (RCWD, DNR, Army Corps. of Engineers, etc.) <br />regarding this development. Administrator Ericson stated that he has worked with Landform – <br />Professional Planning Services in the past and felt that Council should consider their services <br />along with the services provided by Stantec. <br /> <br />Engineer Statz stated that Stantec could provide these same services outlined in the presented <br />proposal from Landform and desired to also submit a proposal if desired by Council. He stated <br />that his firm has planners and in fact that Mr. Phil Carslon has been assisting in the planning <br />associated with the Waterworks site for several weeks, appeared before the Planning and Zoning <br />Commission and brings numerous years of experience to the table. Attorney Glaser stated that <br />the City of Centerville is contracted with Stantec for engineering services for 2016, however they <br />could go outside for other services allowable by the contract. <br /> <br />Consensus of the Council was that Stantec be given an opportunity to provide engineering and <br />planning services to the City, that the development be done correctly and at any time, if the City <br />felt they were not fulfilling their goals they would seek additional outside firms for services. <br />Discussion ensued regarding the Comprehensive Plan and its update with Stantec’s ability to <br />assist in that project. Engineer Statz stated that they provided the last Comprehensive Plan <br />Amendment and are more than qualified to complete this. <br /> <br />Motion made by Council Member Fehrenbacher, seconded by Council Member Love to <br />continue With Consulting Planning Services with Stantec for the City of Centerville for <br />2016. All in favor.
