City of Centerville <br />Council Meeting Minutes <br />May 11, 2016 <br />that the Centerville site would be more accommodating, cost effective until it was determine that <br />a wetland of 3 acres had been filled in by the owner of the property. <br /> <br />Mr. Champeau stated that the client determined that they would construct in Lino Lakes on the <br />st <br />original property, 21 Avenue would need to be extended for access along with the possibility of <br />Fairview Avenue so additional discussions between Lino Lakes and Centerville would need to <br />take place. Mr. Champeau stated that he has an option agreement with the land owner for the <br />Centerville property and believes that with the construction of the Lino Lakes project it would <br />open up further development within Centerville. <br /> <br />Discussion ensued regarding the routing of traffic and Centerville receiving maintenance costs <br />associated with the development and use of City streets. <br /> <br />st <br />Administrator Ericson noted the property owner did pay the 1 half of special assessments with <br />the pending sale of the property. Mr. Champeau stated that he believes that the development will <br />spur retail shops near the Lino Lakes area and the client desired to have construction complete by <br />2017. Centerville’s site with the wetland issue would not accommodate their timeframe. <br /> <br />Mr. Champeau stated that the City Staff has been wonderful to work with and aggressive in <br />providing financial information to accommodate this distribution center and development in <br />Centerville. Mr. Champeau provided Council with several developments throughout the Twin <br />Cities area that he developed. <br /> <br /> <br />2.Approve Rental Agreement for Outside Storage With Alex’s Lawn & Turf <br /> <br />Administrator Ericson stated that several months ago, Alex Shuda from Alex’s Lawn & Turf <br />approached the City stating that they needed additional space for outside storage. Staff <br />suggested that the parcel that the watertower sits on may accommodate the needed additional <br />space. Administrator Ericson stated that he worked with Staff on the space and an agreement <br />drafted by the City Attorney allowing for an 80’ strip of land was available for use. The land is <br />under the water tower and Alex understands that ice sheaths off during the winter months. <br /> <br />City Attorney Glaser stated that there is concern that currently the City does not pay taxes on the <br />property but with it being income generating that would change. Discussion ensued regarding <br />the needed 24 hour access by vendors of the City and City staff and Mr. Shuda was agreeable to <br />the placement of goods allowing such access. Discussion also ensued regarding the rental dollar <br />amount and how it was determined by speaking with Assessor Tolzmann, month to month lease <br />with the option to cancel at any time, and ice liability. <br /> <br />Motion by Council Member Love, seconded by Council Member Paar to approve the <br />Rental Agreement for Outside Storage with Alex’s Lawn & Turf as submitted. All in <br />favor.
