<br />City of Centerville <br />Council Meeting Minutes <br />January 22, 2003 <br /> <br />Council Member Capra commented that the Centerville Lions were to create a 503C and <br />asked whether that had happened. <br /> <br />Mayor Sweeney indicated the Lions are looking into doing so and commented that he <br />would like to see an updated structure with a covered picnic area for those attending <br />games to buy concessions and sit under the covered area out of the weather. He then said <br />he would like to see the City go back to taking funds from the Lions if they are still <br />willing to donate to the City and allow the Lions to have some sort of say or suggestion in <br />the usage of funds. <br /> <br />Council Member Lee indicated that the Parks and Recreation Committee made a motion <br />to request the funds received by the City but he is not sure of the outcome of that request. <br />Council Member Capra indicated that the funds had been transferred to the Parks and <br />Recreation fund. <br /> <br />Council Member Broussard Vickers indicated that Council is waiting for the group to go <br />to the Parks and Recreation Committee with a proposal that will come to Council for <br />consideration. <br /> <br />Council Member Lee indicated there has been a delay due to the fact that there is no <br />engineering information available on the current structure. <br /> <br />Council Member Capra clarified that prior Council was not opposed to renovating the <br />warming house but was opposed to running sewer out to the middle of the field at a cost <br />of $30,000. <br /> <br />Mayor Sweeney commented that previous CounciI"was opposed to accepting any more <br />money from the Lions. Council Member Capra indicated that decision was made based <br />on the advice oflegal counsel to keep the City out of the loop. Mayor Sweeney indicated <br />that the City can accept the money if the Lions wish to donate it. <br /> <br />Council Member Broussard Vickers indicated that the reality of the situation is that, once <br />the money belongs to the City, all bets are off as to how the money will be used and that <br />is why Council wanted to get out of the middle. <br /> <br />Council Member Capra indicated that it should not have been set up the way it was, but <br />the former City Administrator was a Lions Member. She further commented that the <br />State Gambling Control Board was investigating the City and that is why Council <br />decided to put the money into Parks and Recreation so that Parks and Recreation could <br />work with the Lions and come to Council with a recommendation. <br /> <br />Council Member Capra indicated she would be opposed to accepting the gambling funds <br />in the future. <br /> <br />Page 15 of 18 <br />
