City of Centerville <br />Council Meeting Minutes <br />July 27, 2016 <br />Peltier Lake. Council Member Fehrenbacher questioned why Peltier Lake is so bad when water <br />flows from Centerville Lake to it. He noted that in the spring if water conditions are high, <br />Clearwater Creek, Hardwood Creek and Rice Creek flow into Peltier Lake and there are a <br />number of large land areas with delivery of storm water and agricultural runoff. Council <br />Member Fehrenbacher stated that he lives near the channel to Peltier Lake and anticipates being <br />asked whether RCWD will dredge the channel to allow passage of boats in and out of the area. <br />Mr. Kocian stated that the RCWD is not prepared to complete that work but if residents desired <br />they could apply for a dredging application and complete the process on their own. Council <br />Member King questioned how many drawdowns had been completed in the state and Mr. Kocian <br />stated that he believe three (3) had been completed with one (1) being in Wisconsin. He also <br />stated that they were completed for similar reasons and noted that additional <br />maintenance/drawdowns would need to occur in the future. Lengthy discussion ensued <br />regarding aluminum sulfate, phosphorous, aeration, winter kill, natural maintenance versus <br />chemicals on the eco system. Mr. Kocian stated that he would email Council Member King with <br />more in depth information. <br /> <br />Administrator Ericson stated that Matt has been instrumental in providing assistance to residents, <br />the City and has knowledge with the lakes in the region. <br /> <br /> <br />2.Waste Management – Public Sector Representative II – Jon Beseman <br /> <br />Mr. Beseman introduced himself to Council and stated that he is assuming Mike Donnelly, <br />Public Sector Representative’s position. He stated that he has been employed with Waste <br />Management for 18 years with fourteen (14) years driving truck, four (4) managing drivers and <br />now moving to sales. He reported on the June City-Wide Clean Up Day with numbers of trash – <br />13.24 tons; demolition material – 2.74 tons; metal – 2.84 tons; tires – 23; electronics – 334; <br />appliances – 28 and new this year mattresses – 49 and stated that it was an excellent turnout. He <br />stated that several drivers commented on the City Administrator working alongside them and <br />how wonderful it was. <br />Mayor Wilharber stated that a number residents feel that the cleanup day is good for the <br />community and utilize it. Several members of Council shared comments about service beyond <br />the normal with Waste Management. <br />Mr. Beseman stated that he desired for Council member contact if issue come up in the future <br />and that he is eager to address them and continue the level of service the City has become <br />accustom to. <br />IV. APPROVAL OF AGENDA <br /> <br />Mayor Wilharber added Checks #30370-30393 under Item #1, Consent Agenda. <br /> <br />Administrator Ericson requested moving Item #4, New Business to Item #1, New Business. <br /> <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to approve <br />the Agenda as presented.
