City of Centerville <br />Council Meeting Minutes <br />August 10, 2016 <br />Festival to attend Committee meetings and thanked all that were involved. Council Member <br />Paar stated he and Council Member Fehrenbacher and Love were responsible for the parade and <br />on parade day they had 59 participants. Council Member Love and his wife provided <br />commentary for the parade on the local cable channel through North Metro TV. He also thanked <br />Administrator Ericson for all of his assistance in making the week-long festival a success. <br /> <br />Council Member King thanked North Metro Cable Commission for cablecasting the parade and <br />events. He also thanked Kelly’s Korner as the noise levels were not like previous years due to <br />their band being inside on Saturday evening. <br /> <br />Council Member Fehrenbacher thanked Administrator Ericson for being “hands on” and an <br />example for residents and staff being active and showing civic pride. He also stated that there <br />were five (5) fire departments represented and one high school marching band. He also thanked <br />all participants, spectators, sponsors and volunteers. <br /> <br />st <br />The winners of the parade were Kelly’s Corner with 1 place, Bald Eagle Water Ski Club was <br />ndrd <br />2 place and Lake Area Dance was 3 place. <br /> <br />VIII. NEW BUSINESS <br /> <br /> <br /> <br />1.Discussion on Electronic Sign Proposal – Spectrum Sign Systems <br /> <br />Administrator Ericson stated that this item was included in Council’s 2016 Focus Goals. City <br />Staff and the Mayor met with representatives from Spectrum Sign Systems and a proposal was <br />discussed. Administrator Ericson stated that with the amended JPA with North Metro Cable <br />Commission franchise fees can be utilized for communications and cable broadcasting <br />expenditures. Administrator Ericson noted that Spectrum Sign Systems is a very reputable firm <br />with top-of-the-line Daktronics message display components. Administrator Ericson stated that <br />two (2) proposals were submitted for consideration one (1) being with an aluminum finish base <br />with an amber message center - $35,270 and the other with the same base with a full color <br />message center - $39,430. Administrator Ericson also stated that with a masonry base it would <br />be an additional $3,200 for either message component signage. <br /> <br />Mayor Wilharber stated that the City’s present message board takes a staff member to change the <br />letters. It cannot be updated on the weekends and has not protections from vandals who may <br />desire to change lettering. Mayor Wilharber reported that for many years a more <br />permanent/prominent sign has been desired but funding has not allowed. <br /> <br />Administrator Ericson stated that during the Budget Work Session Finance Director Paulseth <br />would elaborate on the potential for funding allowing upgrading of the sign. <br /> <br />Discussion ensued regarding the five (5) year manufacturer’s warranty, software upgrades, <br />ability to remotely access programming of the sign, the ability of programming the sign for a <br />year forward, additional bids, time and temperature features being additional, inclusion of no <br />landscaping in the bid and difference between the amber message center and full color message <br />center. <br />Page 3 of 4 <br /> <br /> <br />
