City of Centerville <br />Planning and Zoning Commission <br />August 8, 2016 <br /> <br />Administrator Ericson reported that thanks to the hard work of the Centerville Lions and many <br />volunteers the festival was a success. He reported on the weeklong festival which started on <br />Tuesday, August 2 with Night to Unite and Music in the Park. The Commission agreed that the <br />fireworks were outstanding. Mike thanked everyone that was involved including Council Member <br />Love and his wife Susan who were parade announcers along with North Metro TV who cablecast <br />the event. <br /> <br /> <br />3.Rice Creek Watershed District – Peltier Lake Temporary Drawdown <br /> <br />Administrator Ericson reported that the lake would be drawn down by 3 feet in September and <br />then allowed to refill (a day or two) in the spring with the snow and lake thaw. It was anticipated <br />that with the 75% of abutting property owners in favor of the drawdown, the practice of drawing <br />down lakes in the past, no citizen complaints would be received and water quality, clarity and <br />diminished invasive aquatic plant life would be achieved. Administrator Ericson stated that the <br />Mayor was very impressed with the DNR and engineers that were involved in the project. <br />Administrator Ericson noted that Matt Kocian, Rice Creek Watershed District stated that <br />additional maintenance/drawdowns would need to occur in the future. <br /> <br /> <br />4.ULI Minnesota – Council Work Session Summary <br /> <br />Administrator Ericson stated that two (2) members of the Council attended the Work Session <br />(Commissioners Koski and Montain). Administrator Ericson stated that he has included a <br />summary provided by ULI Minnesota for the Commission’s review and felt that the work session <br />went well. Administrator Ericson reported that the economic development workshop entitled <br />“Navigating Your Competitive Future” engaged the Council and development. Professionals <br />Gordon Hughes and Cathy Bennett from ULI facilitated. <br /> <br /> <br />5.2016 City Council Goals <br /> <br />Administrator Ericson stated that the presented goals were only for review. <br /> <br />V. NEW BUSINESS <br /> <br /> <br />1.Temporary Family Health Care Dwellings <br /> <br />Administrator Ericson stated that most other cities are choosing to “Opt Out” of this new State <br />Statute. Administrator Ericson stated that the intended purpose of the law was good and would <br />provide transitional housing for seniors; however, the statute does not include age restrictions so <br />anyone certified with needing assistance with two or more “instrumental activities of daily life” <br />for mental or physical reasons may reside in a qualified temporary dwelling on the property where <br />the “caregiver” or a “relative” resides. Administrator Ericson felt that the City could chose to <br />include similar temporary housing within its code with minimal requirements for types of housing, <br />age, disability, caregiver, relative and/or other requirements clearly defined if a need arose. <br />Following discussion about the intent of the State Legislature, the Commission agreed that the <br />City should “Opt Out”. <br /> <br />Page 2 of 3 <br /> <br />
