��pilM <br />f � <br />j t t":ec <br />October 10, 2016 <br />File: 19380TBD <br />Attention: Mike Ericson <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Mike, <br />Reference: Annual Thin Bituminous Overlay Program <br />2017 Thin Bituminous Overlay Project <br />At your request we have prepared the following scope of services and fee proposal for <br />engineering services related to the 2017 Thin Bituminous Overlay project. Those services include: <br />Feasiblilly ReRort <br />A portion of the costs of the past three Thin Overlay projects have been specially assessed. This <br />requires a feasibility report under MN Chapter 429 law. We will complete the feasibility study, <br />prepare for and attend both the Public Improvement Hearing and Assessment Hearing. Our <br />proposal anticipates these hearings to be conducted on the some night as regularly scheduled <br />City Council Meetings. We also assume that the City Clerk will prepare the preliminary and final <br />assessment rolls for the project as she has for past projects. <br />The other element included in the Feasibility Report stage is the evaluation of streets scheduled for <br />overlay. This involves a tour, with the Public Works Director, of the streets scheduled for overlay as <br />well as others which may not have been on the schedule, but which the Public Works Director <br />feels should be examined for possible inclusion in the project. This work is necessary to give the <br />Council an informed opinion on the appropriateness of an overlay for the programmed streets. <br />Plans and Specifications <br />In 2014, we developed a set of programmatic plans and specifications for the Thin Bituminous <br />Overlay program which we continue to use for each project. Minor modifications to these <br />specifications are made each year to adapt to new MNDOT bituminous specifications, or to refine <br />our approach to the program based on our experiences with last year's project. Plans are, of <br />course, updated to show this year's streets and reviewed for any changes to the standard details <br />that may be appropriate. <br />Assistance with Bidding <br />As part of this phase, we will publish an advertisement for bids (ad costs paid by city) as required <br />by public bidding law, answer bidder questions, produce and distribute Addenda, attend the Bid <br />
