City of Centerville <br />Council Meeting Minutes <br />September 14, 2016 <br />Administrator Ericson stated that Staff was requested to obtain two (2) quotes for the installation <br />of a similar sign to the proposal submitted by Spectrum Signs and included in the packet was a <br />similar proposal from Lawrence Sign. He explained that the proposals are similar: however, <br />Spectrum Sign has quoted for a Daktronics message display which is considered to be the leader <br />in the field. He also stated that Spectrum Sign has presented a second proposal which is more <br />fine-tuned to Centerville’s needs with a reduction of $2,000 for the proposal. Administrator <br />Ericson stated that Finance Director Paulseth was available for questions and funding sources. <br /> <br />Finance Director Paulseth stated that at Council’s previous work session she was requested to <br />add $20,000 to the levy for this purchase as a funding source. She stated that she was confident <br />that both the water and sewer funds where fully adequate to sustain infrastructure and <br />maintenance needs plus funding the remaining amount for the purchase of the sign ($20,750). <br />She also stated that Staff would be utilizing the sign for odd/even water regulations, utility bills <br />being due, hydrant flushing, etc. which have a direct correlation with these funds. Finance <br />Director Paulseth stated that the Council could consider setting the levy to include the full <br />purchase price and decrease the levy in December prior to adoption if surplus levels allow and <br />she explained that her initial average home values (3%) increased to (5.79%) once information <br />was provided by the County and it is anticipated that this will affect the overall levy by an <br />additional 1%. <br /> <br />Lengthy discussion took place regarding funding from levying for the entire amount versus <br />paying for through water/sewer or capital funds, the Parks & Recreation Committee’s desire to <br />utilize the replaced sign for park events, and the ability to make the decision to purchase the sign <br />and direct Staff to propose funding prior to December 14, 2016 consideration of approval of the <br />levy. <br /> <br />Motion by Council Member Love, seconded by Council Member Fehrenbacher to Accept <br />the Proposal from Spectrum Sign for an Upgraded City Sign. <br /> <br />Council Member Fehrenbacher made a friendly amendment to include the proposal from <br />Spectrum Sign with the inclusion of the masonry base, full color message center and tax - <br />$40,750 and Council Member Love accepted the amendment. <br /> <br />All in favor. Motion carried. <br /> <br /> <br />2.Res. #16-0XX – Approving Proposed 2017 Property Tax Levy <br /> <br />Finance Director Paulseth stated that with the addition of the $20,000 that Council requested <br />there would be a 5% levy increase or 3.4% tax increase equating to a $43 difference from 2016 <br />to 2017. She stated that she could surely add the additional $20,000 to the levy and felt that it <br />would be a 1% increase for a total of a 6% levy increase. <br /> <br />Lengthy discussion ensued with several Council Members discussing levying the entire amount <br />of the sign, questioning whether slight increases in per diems for P & R and P & Z members <br />were accounted for, public safety budgets and utilization of the sign for economic development. <br /> <br />Page 3 of 6 <br /> <br /> <br />
