APPROVAL OF MINUTES <br />1. February 7, 2017, Planning & Zoning Commission Meeting Minutes <br />Chair Mosher provided Commissioners with an opportunity to make modifications to the <br />presented minutes if they desired. <br />Motion by Chair Mosher, seconded by Commission Member Broussard Vickers to Approve <br />the February 7, 2017 Planning & Zoning Commission Meeting Minutes as presented. <br />Commissioner Haiden abstained. Motion carried. <br />VI. OLD BUSINESS <br />1. None. <br />VII. NEW BUSINESS <br />1. Request for Conditional Use Permit — 7095 — 21St Avenue South (Luther Towing & <br />Service, Inc.) <br />a. Findings of Fact <br />b. Draft Conditional Use Permit <br />Lengthy discussion took place regarding the current business practices of Luther Towing, owners <br />integrity, threatened litigation, hours of operation, amount of vehicles stored indoors/outdoors, <br />"salvage" operation(s), amount of damage to a vehicle and determination of storage at the <br />Centerville location versus Maplewood, visual appearance of the site as it can be viewed entering <br />the City along Main Street, towing vehicles are generally taken home by the drivers, <br />fencing/screening options, enforcement, and length of time that a vehicle is under Mr. Luther's <br />care. <br />Discussion also took place regarding the differences between granting a Conditional Use Permit <br />versus an Interim Use Permit. <br />Mr. Kozar was not in favor of fencing any area(s) to allow this operation and Mr. Luther reviewed <br />and concurred with the proposed Draft Conditional Use Permit. <br />Motion by Commissioner Broussard Vickers, seconded by Commissioner Haiden to <br />Recommend to Council Approval of the Findings of Fact and Draft Conditional Use Permit <br />as presented.
