City of Centerville <br />Council Meeting Minutes <br />May 25, 2017 <br />5. Encroachment Agreement — 7162 Mill Road, (Draintile, Landscape Block & <br />Flowers), 1' from Property Line <br />Mayor Paar provided an opportunity for Council Members to add additional items or <br />remove items for further discussion. <br />Motion by Council Member Love, seconded by Council Member King to approve <br />the Consent Agenda as Presented. All in favor. Motion carried. <br />VI. NEW BUSINESS <br />1. Discussion on Motor Vehicle Traffic on Trail <br />Council Member Love stated that his neighbor Mr. Paul Luther, 1955 Eagle Trail has <br />discussed with him concerns for motor vehicle use on the trail near their homes and <br />concern for pedestrian and bicyclists safety. <br />Discussion ensued regarding license plate numbers, reporting with Centennial Lakes <br />Police Department, signage being removed by offenders/young adults and placing <br />seasonal barricades. <br />Lengthy discussion was had regarding damaging the trails by landscape firms, liability if <br />someone was injured, damaging due to vehicle weight, ownership of the easement that <br />the trail is on, barricading the trail that extends from Eagle Trail to 20'h Avenue and <br />between 6851 and 6847 Beaver Pond Way to the trail behind the homes/within the Anoka <br />County Rice Creek Regional Park, alerting both the Centennial Lakes and Lino Lakes <br />Police Department and reporting back within a month. <br />Motion by Council Member Montain, seconded by Council Member Koski to Install <br />Seasonal Barricades on Both Trails, Provide Council with a Report in One (1) <br />Month and Contact Centennial Lakes Police and Lino Lakes Police Department <br />Notifying Them of Same. All in favor. Motion carried. <br />Mayor Paar reminded the audience and public that the trails should not be used by <br />motorized vehicles and they are built for use of pedestrians and bicyclists only. <br />2. Discussion on City Council Computer Tablets <br />Mayor Paar stated that several months ago the City of Circle Pines purchased tablets for <br />their Council Members in an attempt to relieve costs associated with paper packets and <br />staff preparation time. He stated that he felt that Members could utilize the tablet for <br />packets, emails and retain information for the period of their tenure along with notes of <br />their liking. He also stated that it could be handed down to their successors. <br />Mayor Paar stated that the expenditure would be roughly $600 for the purchase of a two - <br />in -one RCA tablet with a leather case with stand. <br />Page 3 of 7 <br />
