City of Centerville <br />Council Meeting Minutes <br />June 14, 2017 <br /> <br />has met with Mr. Jim Lynn regarding the presented proposal. Administrator Ericson <br />stated that Mr. Lynn has been contracted by the City previously to complete similar <br />educational opportunities to Council and Staff. He is highly regarded in his field and has <br />worked with many communities in the past. Administrator Ericson also stated that Mr. <br />Fursman is providing a good value for services offered and has been contracted by the <br />City in the past. He noted that both have phDs in organizational development and would <br />serve the City well. <br /> <br />Council Member Koski questioned if Council chose to move forward with a Personnel <br />Committee, shouldn’t that Committee have input in hiring consultants for staff <br />enrichment. He also requested information from the League of MN cities regarding <br />training. <br /> <br />Administrator Ericson concurred with comments that had been made and stated that he <br />has spoken with three (3) consultants with one not being able to provide services within <br />the $2,000 level. Administrator Ericson stated that he believes that either Mr. Fursman or <br />Mr. Lynn could provide the services to engage long time employees and Council <br />Members in training/onboarding. He reminded Council of their goals and stated that <br />onboarding was never received following his hiring. He stated that he has spoken with <br />Ms. Laura Kushner from the League regarding the institution of a Personnel Policy and <br />he believed that it is not needed. <br /> <br />Lengthy discussion ensued regarding hiring of a consultant, timing of hiring a consultant, <br />Staff and Council working as a team to provide residents with the highest level of <br />services, discussion of past consultants and impacts on Council and Staff, history of <br />previous training and reasoning for. <br /> <br />Council Member Love questioned whether there was a memorandum in a packet <br />regarding the hiring of a consultant and Administrator Ericson stated that there was. <br />Council Member Love stated that he reviewed all packets and he was unable to locate <br />one. Administrator Ericson stated that he would provide one via email to all Council <br />Members. <br /> <br />Motion by Council Member Love, seconded by Council Member Koski to table the <br />Lynn & Associates Proposal for Services – Organization Review and Hue Life <br />Proposal for Employee Engagement/Organization Review as Presented. All in favor. <br />Motion carried. <br /> <br />2. Proposed Amendment to City Code, Chapter 31 – Ord. #XX, Second Series <br /> <br />Administrator Ericson questioned the reasoning for Council desiring a Personnel Board. <br />He has worked in cities that have had and have not had them and is there a sense of <br />urgency. He stated that he has spoken with Ms. Laura Kushner, Human Resource <br />Director, League of MN Cities and waiting until an organizational review/employee <br />engagement has been completed. <br /> <br />Page 3 of 7 <br /> <br /> <br />
