City of Centerville <br /> Council Meeting Minutes <br /> October 25,2017 <br /> Motion by Council Member Love, seconded by Council Member Montain to approve the <br /> Consent Agenda as Presented. All in favor. Motion carried. <br /> VI. OLD BUSINESS <br /> 1. Bike Path Bollards <br /> Interim Administrator Larson stated that Council previously passed a motion to install bollards <br /> on two (2) pedestrian trailways as vehicle traffic had been reported driving on the trail. Interim <br /> Larson stated that these were not installed; however, monitoring of the areas has occurred and no <br /> complaints or events have taken place since the item was brought to the City's attention and <br /> several violators were spoken to. It was also stated that cameras were placed near the areas of <br /> previous activity and have not detected additional violations. <br /> Two (2) concerns of Council were that public safety is foremost and that ordinances are <br /> enforced. Council consensus was that the bollards should not be placed and no further action <br /> was needed at this time. <br /> IX. NEW BUSINESS <br /> 1. Consideration of Cancellation of November 22 & December 27, 2017 Council <br /> Meetings Due to Holidays <br /> Interim Administrator Larson stated that in years past, Council has cancelled these meetings due <br /> to Holiday travel and vacations. Mayor Paar could call a meeting if needed. <br /> Discussion ensued regarding Council Member availability for potentially rescheduling these <br /> meetings closer to the middle of the months. It was determined that the November 8 would <br /> remain the same due to a schedule public hearing. <br /> Motion by Council Member Montain, seconded by Council Member King to Cancel the <br /> Regularly Schedule Council Meetings of November 22 and December 27, 2017 and <br /> Reschedule the December 13, 2017 to December 20, 2017. All in favor. Motion carried. <br /> 2. Review Pavement Management Plan <br /> Engineer Statz stated that staff has met and discussed that in 2018 and 2019 no roads are <br /> earmarked for reconstruction or mill and overlay. He stated that the downtown area is in much <br /> need of repair and that the Council may desire to complete a project in that area. He stated that <br /> as of 2019 if nothing is completed that will be an anticipated million dollars in the fund. He also <br /> stated that the break in the schedule would allow the city to complete the downtown area without <br /> the need for bonding. <br /> Discussion ensued regarding the need for full reconstruction and installation of watermain. It <br /> was felt that the lead time would allow the city to obtain competitive bids and cost approximately <br /> Page 4 of 7 <br />
