City of Centerville <br /> Council Meeting Minutes <br /> October 25,2017 <br /> $700,000. Interim Administrator Larson stated that the City could apply for a grant through the <br /> County to assist individuals with funding for the watermain connection, if they met income <br /> guidelines. <br /> Discussion ensued regarding the separation of the two (2)projects as financing could be from the <br /> Water Fund and Street Funds. It was felt that the water main could be installed in 2018 with <br /> paving in 2019. Council Member King felt that a 2" overlay was sufficient for the area rather <br /> than a complete reconstruction. Engineer Statz stated that this discussion took place previously <br /> and there were complicating factors with adding a crown to the roadways and curbing. He also <br /> stated that if municipal services were not installed it may put those services off an additional 10 <br /> years. <br /> It was the consensus of Council to again discuss the issue once the new City Administrator is on <br /> board. Interim Administrator Larson stated that Staff would prepare information for obtaining a <br /> grant for water connections. <br /> 3. Valley Paving, Inc. —Final Payment, 2017 Mill & Overlay Project <br /> Engineer Statz stated that the contractor has submitted all required forms and the project has <br /> been completed to the City's specifications. <br /> Motion by Council Member Love, seconded by Council Member Koski to Approve Valley <br /> Paving, Inc. — Final Payment, 2017 Mill & Overlay Street Proiect as presented. All in <br /> favor. Motion carried. <br /> 4. Administrator Interviews Scheduled for Monday <br /> City Attorney Glaser stated that interview candidates do not become public until Monday. He <br /> stated that all will be completing police backgrounds checks. He questioned Council Members <br /> as to potential questions for candidates and stated that each interview would take approximately <br /> 45 minutes with four (4) candidates participating. He also stated that Council would be <br /> conducting the interviews at a Special Meeting and could make a determination at the end of the <br /> meeting if they desired. <br /> Attorney Glaser stated that the meeting would be open to the public however Council could close <br /> the meeting for action if desired. <br /> Mayor Paar thanked Interim City Administrator Larson, City Attorney Glaser and Council <br /> Member Montain for their input regarding pre-interview candidates and phone interviews. He <br /> stated that the process has gone smoothly. <br /> 5. Columbus Asphalt Plant <br /> Interim Administrator Larson stated that he had spoken with the Manager of Running Aces who <br /> stated that he is very concerned about the proposed asphalt plan and that city's procedures <br /> associated with authorizing the plant in a district that is not properly zoned for the proposed <br /> Page 5 of 7 <br />
