<br />5.4 Reduction of Workforce <br /> <br />Geneial: IT it is necessaty to i:educe pe1:Sonnel, temponity Employees and those . <br />serving a probationaty period in affected job classes will be separated before regular <br />Employees. Wtthin each of these groups, the seiection of Employees to be %etained <br />shall be, based on merit, and ability as detetmined by the City Administrator, subject <br />to Council App~va1.. . <br /> <br />Lay-off: The City may layoff any Employee whenever such action is' made <br />necessaty by' reason of shortage of work or funds, the abolition of a position, 6.f <br />becau,se of changes in organization or other reason determined by the City Council. <br />Two weeks advance written notice of the lay..off shall be given when the need for the <br />layoff is" foreseeable. An Employee may be transferred to another position if the <br />City Coun~ determines that such Employee is qualified and a pOsition is available. <br />When a lay-off occurs in a job classification in which more than one Employee <br />serves, ~<:a:tion and job performance as determined and applied by the City <br />Council shall be the basis for detP.1'l'nining which Employees are Iaid-off unless <br />otherwise required by law. <br /> <br />Not DiscipJiwu:y Action: The suspension and dismissal procedures outlined in <br />Section 17, Discipline, of these policies shall not apply to separation covered by <br />reduction in force. <br /> <br />6. COMPENSATION AND WORK HOURS <br /> <br />6.1 General Policy <br /> <br />Wages: All Employees of the City shall be compensated according to wage <br />schedules or salaries as determined annually by the City Council upon the <br />recommendation of the City Administrator. The Council may change'or modify the <br />wages or salary of any job class at any time for budget reasons. <br /> <br />Starting Wage: Ii1itial appointments to full-time positions will normally be made at <br />the adopted wage for the applicable job class. Exceptions may be made to the <br />startii1g rate at the discretion of the City' Council, based on additional education, <br />tNining, qualifications and/or experience above that nottnally required for the <br />positiOn. <br /> <br />6.2 Pay Periods <br /> <br />Bi-weekly: Employees shall be paid by check, on alteNulte lhmsdays. The pay <br />received by an Employee will be for the homs worked during the pay period plus anY <br />holidays, compensatorr time, overtime, and PrO ..taken during the' period.
