B. Recycling Services <br /> Contractors must detail in their response, the proposed per unit cost per month for collecting recyclable <br /> materials on a bi-weekly basis at dwelling units receiving garbage and refuse collection. The following <br /> describes the minimum service requirements. <br /> 1. Recycling services includes the collection, hauling, processing, and marketing of the items listed <br /> under Section I, B (Definition of Terms), No. 12, "Recyclable Materials". These materials shall be <br /> collected commingled, in roll-out carts supplied by the Contractor. Current recycling containers are <br /> owned by the City, so use of those will continue. Contractor shall be responsible for replacement <br /> containers and additions, all of which will become the property of the City at the end of the contract <br /> term. <br /> 2. Frequency of Collection - Recyclable Materials accumulated at residential properties within the <br /> corporate boundaries of the City shall be collected at least once every other week. Collections shall <br /> be done Mondays through Fridays in accordance with the schedule currently being utilized by the <br /> City. The day of recyclable Collection shall coincide with the day of garbage and refuse Collection. <br /> 3. Hours of Recycling Collection - Daily Collection hours shall not begin prior to 7:00 a.m. and shall <br /> not continue past 5:00 p.m.,unless prior permission is granted by the City. <br /> 4. Quantity of Recyclables—Attached tonnage history,Appendix E. <br /> 5. Rejection of Materials - Recyclable materials may be deemed by the Contractor to be unacceptable <br /> for collection if they are not prepared in accordance with both parties' mutually agreed upon <br /> standards. The contractor will be required to provide written notice on forms acceptable to the City. <br /> The notice shall inform the resident that Recyclable Materials are in an unacceptable condition for <br /> collection. The notice shall also give instructions for the proper preparation of Recyclable Material <br /> and the phone number of the Contractor and the City's Recycling Coordinator. The Contractor shall <br /> collect the unacceptable Recyclable Materials on the first occurrence. The Contractor can notify the <br /> resident of the proper procedure. Subsequent instances of Unacceptable Recyclable Material may be <br /> rejected;however,this shall be reported to the City. <br /> 6. The Contractor shall provide to the City tonnage reports based upon scale receipts for the total weight <br /> of each Recyclable Material collected including a statement of verification that the scale receipts <br /> reflect materials collected only in Centerville for the particular month in which reimbursement is <br /> being requested. The Contractor shall retain scale receipts for a period of time agreed upon by the <br /> City and the Contractor. The Contractor shall also provide the City a monthly compilation of the <br /> number of daily Collections of Recyclable Materials made in the City and the total number of <br /> collections possible. The City may withhold payments for recycling services pending receipt of such <br /> information. <br /> 7. The Contractor shall offer Dwelling Units a Major Appliance and Large/Bulk items pick-up service. <br /> These items must be picked up within three (3) working days (Monday through Friday) of a request <br /> from a Dwelling Unit. The Contractor shall bill the resident directly for this service. The City <br /> SHALL NOT be a partner to any such agreements. <br /> 8. The Contractor shall be responsible for the marketing of all Recyclable Materials collected and shall <br /> retain all sales proceeds there from. The Contractor shall not landfill or incinerate the materials <br /> collected for recycling without the permission of the City. All materials shall be recycled to the <br /> fullest extent possible. The Contractor shall do everything possible to maintain the integrity and <br /> purity of the Recyclable Materials. In the event of a substantial market change in any one of the <br /> recyclable commodities,the City or the Contractor may, at its option and upon written notice, request <br /> Centerville -Garbage RFP -Page 17 <br /> 27 <br />
