City of Centerville <br /> Council Meeting Minutes <br /> February 28,2018 <br /> storm event which incorporates an 8" storm event rather than 6", land use modifications since the <br /> last plan was completed and cost $22,000. <br /> Motion by Council Member Montain, seconded by Council Member Love to Authorize <br /> Submittal of the Local Water Plan to Met. Council and Rice Creek Watershed District for <br /> review as Presented. All in favor. Motion carried. <br /> Mayor Paar invited members of the audience to attend the Centerville Lions Cadillac Dinner held <br /> at St. Genevieve's Community Parish on April 14 and requested that residents clear fire <br /> hydrants that abut their property. He stated that clear hydrants allow firefighter ease of locating <br /> hydrants and connection of hoses that are vital to fighting fires, which saves precious time that <br /> could be spent fighting the fire. <br /> 2. Ruffridge-Johnson Request for Conditional Use Permit (CUP) Extension <br /> Administrator Statz stated that Oppidan's financing is delaying the closing. He stated that it is <br /> anticipated that closing will happen in May and Ruffridge-Johnson is requesting the extension. <br /> Council Member King questioned the issues associated with the delay and had concerns <br /> regarding Ruffridge-Johnson's desire to continue with the purchase of the parcel. Administrator <br /> Statz reassured Council that the delay was due to Oppidan's financing is not uncommon and that <br /> Ruffridge-Johnson is very eager to commence construction in the City. He noted that <br /> construction plans have been submitted, are being reviewed and anticipated finalization shortly. <br /> He also stated that the property remains on the market with no interest at this time. <br /> Attorney Glaser stated that this is a very complex sale, very common for delays due to financial <br /> reasons and if Oppidan pulls out Ruffridge-Johnson remains liable for the purchase of the <br /> property. Council Member King has concerns that several requests for extensions have already <br /> occurred and that this continued action is concerning. Attorney Glaser stated that Ruffridge- <br /> Johnson is committed to the property and eager to commence construction. Council Member <br /> Love questioned whether Ruffridge-Johnson's previous request to construct signage, move <br /> equipment and dirt prior to closing and would those requests remain honored during the <br /> extension prior to closing. Administrator Statz stated that they remain committed to purchasing <br /> the site and would like to install signage, move equipment and commence grading of the site. <br /> Council Members Koski and Love felt that Council has provided several extensions and <br /> questioned whether the City could seek concessions for allowing this extension or further <br /> requests. Attorney Glaser stated that Council could request an escrow as a concession but the <br /> request seems credible and the sale is very complex. <br /> Motion by Council Member Montain, seconded by Council Member Koski to Approve <br /> Ruffridge-Johnson's Request for Conditional Use Permit (CUP) Extension to Close to May <br /> 31, 2018.
