City of Centerville <br /> Council Meeting Minutes <br /> February 28,2018 <br /> Administrator Statz stated that funding is available for a Source Water Implementation Grant <br /> with submission commencing on March 1, 2018. He stated that the funding is associated with <br /> the City's Well Head Protection Plan and requirements. He also stated that the current plan is <br /> dated 2008 and needs to be updated every ten (10) years and would allow the city to complete <br /> updating the plan and implementation of items that were planned for in the previous plan. <br /> Administrator Statz stated that updates will be made to inventory of potential contamination <br /> sources such as dental offices, automotive repair businesses and industries as these businesses <br /> have the highest potential for ground water contamination. He stated that the City does not have <br /> dental offices but does have automotive repair businesses and industries that need to be taken <br /> into consideration. He also stated that the Minnesota Department of Health mandates the funds, <br /> the plan and implementation of requirements. <br /> Council Member King questioned whether the Well Head Protection area was located near the <br /> City's wells or elsewhere. Administrator Statz stated that there were two (2) municipal wells but <br /> contamination is from ground water and would be highest in risk near dental offices, automotive <br /> repair businesses and industries. <br /> Council Member Koski had concerns for contamination, being proactive and costs. <br /> Administrator Statz stated that the City's budgeted amount for this issue is limited and the City <br /> relies on this funding complete required work and education. He also stated that some of the <br /> areas may be outside of Centerville's jurisdiction. <br /> Council Member King stated that ultimately the grant funding is coming from taxpayer dollars. <br /> Mayor Paar stated that this is a requirement, is very important, can be outside of our jurisdiction <br /> and can affect development within our community or other communities. <br /> Motion by Council Member Montain, seconded by Council Member Love to Approve <br /> Submission of a Source Water Implementation Grant to the MN Department of Health for <br /> the City's 2018 Well Head Protection Plan. All in favor. Motion carried. <br /> 2. Lift Station #2 <br /> Administrator Statz stated that Council is aware of Lift Station #2's pump issues and that the <br /> City has approved replacement of the pump but to complete the work it is necessary to <br /> temporarily by-pass the lift station during the repairs. He stated that Public Works Director <br /> Palzer received a bid from Olson Sewer a reputable firm to complete the services. Mr. Palzer <br /> stated that the work would take place over a period of two (2) to three (3) days with the vendor <br /> ensuring overnight security. Mr. Palzer stated that the contractor would also be ensuring against <br /> spillage. <br /> Discussion ensued regarding the necessity of securing several bids, cost of the replacement pump <br /> ($24,000), use of"flushable wipes" which are not flushable, this bid of$14,185.68 with a total <br /> cost to taxpayers being $38,000, and the process of by-passing the lift station/pump during <br /> replacement. <br /> Page 5 of 7 <br />
