City of Centerville <br /> Council Meeting Minutes <br /> August 22,2018 <br /> remain the same until the end of the year with review given prior to the beginning of each year <br /> similar to Mr. Nelson and Mr. Dave Kichler. <br /> Attorney Glaser stated that Mr. Tokle would be an independent contractor, employment is at-will <br /> and services are covered by the contract approved. <br /> Discussion also took place regarding the pass through of fees, City retainage for completing <br /> permits, State Inspector versus Mr. Tokle. <br /> Motion by Council Member Koski, seconded by Council Member Love to Approve the <br /> Submitted Contract. <br /> Discussion ensued regarding the date of commencement. <br /> Council Koski made a Friendly Amendment to the above motion and Council Member <br /> Love accepted to include "Upon Retirement of the Existing Inspector". All in favor. <br /> Motion carried. <br /> 2. Public Works Truck Replacements <br /> Administrator Statz stated that he had discussed a replacement schedule for Public Works <br /> vehicles with Public Works Director Palzer which would be covered under the capital equipment <br /> fund. He reminded Council that the city transfers $50,000 into the fund each year for computers, <br /> carpeting for City Hall/Public Works, roof replacement, etc. He stated that the Public Works <br /> Director is requesting a two (2) year rotation of vehicles due to state bid pricing, remaining <br /> warranty for resale and it is believed that the city would be able to recoup its initial purchase <br /> price with the sale of the used vehicles following two years of service. <br /> Lengthy discussion was had regarding the equipment replacement schedule being outdated, not <br /> including all items on the schedule, the view of the public with new vehicles every two years, <br /> depreciation not being taken into consideration, cost of selling the vehicles, priority should be <br /> given to other items on the list than trucks, needs of vehicles in service currently, taking pride in <br /> equipment that the city owns by cleaning, maintaining, etc., costs of operating the vehicle(s), <br /> staffing levels, and the necessity of providing a cost analysis. <br /> Motion by Council Member Love, seconded by Council Member King to Table the Item for <br /> the Next Budget Meeting. All in favor. Motion carried. <br /> X. COUNCIL/ADMINISTRATOR ANNOUNCEMENTS <br /> Administrator Statz stated that received an email that Rice Creek Watershed District approved <br /> the Local Water Management Plan (RCWD). <br /> Page 3 of 4 <br />
