City of Centerville <br /> Council Meeting Minutes <br /> July 11,2018 <br /> but did not believe a common lot was needed to do so. Ms. Beth Elliot felt that native <br /> landscaping and a landscaping plan should be able to achieve adequate drainage. Mr. Boo had <br /> concerns regarding a walking path/access trail for the upland nine (9) homes to a private dock on <br /> the existing Waterworks site which would allow boats but prohibit them from overnight storage. <br /> He stated that if individuals desire to dock their boats for the weekend it would be a nice option. <br /> Lengthy discussion ensued regarding the co-existence of LaValle Drive and the new <br /> development's access roadway, Mr. & Mrs. Zimny's desire to retain their existing access to <br /> Main Street and the other abutting property homeowner's desire to extend their driveways <br /> through a City right-of-way to the new development's roadway. The Zimny's desired to reserve <br /> their right to change their mind at a later date at their expense. The Zimny's address remains the <br /> same with mailbox remaining on Main Street and all others will be on the next development <br /> roadway. <br /> Mr. Erik Marshal stated that he has an agreement with Mr. DeFoe for access to his two (2) <br /> parcels and proposed development. <br /> Additional discussion ensued regarding maintenance of outlots, abandonment of the majority of <br /> LaValle Drive, moving of utilities along with financial obligations for same, delivery of <br /> municipal services to the abutting property owners, the potential need for a right turn lane on <br /> Main Street, contour mistakes previously pointed out needed addressing, concerns for <br /> mechanisms to ensure proper care of areas would be the Homeowners Association and within <br /> those documents and off-street parking areas are not being required. <br /> Mr. Boo stated that there have been good meetings with abutting property owners and thanked <br /> them for their efforts. <br /> Discussion ensued regarding the necessity of signage for private dock not allowing general <br /> public use. <br /> Both Administrator Statz and Legal Counsel Glaser stated that what needs consideration from <br /> Council this evening is Preliminary Plat and a Comprehensive Plan Amendment action. Both <br /> other items (Rezone & Planned Unit Development) can wait until such time as Final Plat action <br /> is taken. <br /> Mr. Frank Zimney, 7252 LaValle Drive, requested clarification of responsibility for maintaining <br /> the City easement/right of way and Legal Counsel Glaser stated that the Homeowners <br /> Association would be responsible with City oversight. A suggestion was made that City Staff <br /> may desire to contact the Anoka County Highway Department to discuss proposed developments <br /> within the City of Centerville and Lino Lakes that may adversely affect the traffic counts on <br /> Main Street and the County's potential need to consider Main Street modifications in this area. <br /> Motion by Council Member Montain, seconded by Council Member Koski to Approve the <br /> Preliminary Plat and Comprehensive Plan Amendment as submitted.
